Pashinyan, Aliyev and Putin sign agreement to end Karabakh War


President of the Republic of Azerbaijan,

Prime Minister of the Republic of Armenia
and the President of the Russian Federation


BAKU, NOV 10 - We, the President of the Republic of Azerbaijan I.H.Aliyev, the Prime Minister of the Republic of Armenia N.V. Pashinyan and the President of the Russian Federation V.V Putin, declared the following:

  1. A complete ceasefire and cessation of all hostilities is announced in the Nagorno-Karabakh conflict zone effective 00:00 Moscow time on 10 November 2020. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as the Parties, stop at their current positions.
  2. The Aghdam district is returned to the Republic of Azerbaijan before 20 November 2020.
  3. Along the line of contact in Nagorno-Karabakh and along the Lachin corridor, a peacekeeping contingent of the Russian Federation is deployed in the amount of 1,960 military personnel with small arms, 90 armored personnel carriers, 380 units of automobile and special equipment.
  4. The peacekeeping contingent of the Russian Federation is deployed in parallel with the withdrawal of the Armenian armed forces. The duration of the deployment of the peacekeeping contingent of the Russian Federation is 5 years, with automatic extension for the next 5-year periods, if none of the Parties declares intention to terminate the application of this provision 6 months prior to the expiration of the term.
  5. In order to increase the effectiveness of control over the implementation of the agreements by the Parties to the conflict, a peacekeeping center is being deployed to control the ceasefire.
  6. The Republic of Armenia will return the Kalbajar district to the Republic of Azerbaijan before 15 November 2020, and the Lachin district by 1 December 2020. The Lachin corridor (5 km-wide), which will ensure the connection of Nagorno-Karabakh with Armenia and, at the same time, will not affect the city of Shusha, remains under the control of the peacekeeping contingent of the Russian Federation.

By agreement of the Parties, in the next three years, a plan for the construction of a new route along the Lachin corridor will be determined, providing communication between Nagorno-Karabakh and Armenia, with the subsequent redeployment of the Russian peacekeeping contingent to protect this route.

The Republic of Azerbaijan guarantees security of the movement of citizens, vehicles and goods in both directions along the Lachin corridor.

  1. Internally displaced persons and refugees are returning to the territory of Nagorno-Karabakh and adjacent districts under the control of the Office of the United Nations High Commissioner for Refugees.
  2. Exchange of prisoners of war, hostages and other detained persons, and bodies takes place.
  3. All economic and transport links in the region are unblocked. The Republic of Armenia guarantees the safety of transport links between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic in order to organize the unimpeded movement of citizens, vehicles and goods in both directions. Control over transport communication is carried out by the bodies of the Border Guard Service of the FSS of Russia.

By agreement of the Parties, the construction of new transport communications linking the Nakhchivan Autonomous Republic with the western regions of Azerbaijan will be provided.

Azerbaijan demands immediate withdrawal of Armenian armed forces

 

BAKU, NOV 9 (DN) - On Nov 7, 2020, the villages of Barda district outside the frontline zone of Azerbaijan were intensively shelled by the Armenian armed forces with rockets and heavy artillery.

 

Armenia, violating the existing humanitarian ceasefire, continues its criminal activities, targeting the Azerbaijani civilian population, disregarding international humanitarian law and its obligations.

 

One civilian, a 16-year-old teenager was killed in a shell attack on a private house in Yeni Ayrija village of Barda district, thus bringing the number of Azerbaijani civilians killed as a result of Armenia's new aggression against Azerbaijan to 93 since September 27.

 

MoFA of Azerbaijan strongly condemned Armenia's continuing aggression policy and shelling the civilians, contrary to the norms and principles of international law and disrespecting the efforts of international mediators.


We demand from Armenia immediate and unconditional withdrawal of its armed forces from the territories of Azerbaijan still remaining under occupation, in accordance with the requirements of the international community, including UN Security Council resolutions.


The elimination of the occupation and the return of IDPs to their homes is an important condition for lasting peace in the region.=DN

Azerbaijani diplomats attacked by Armenia in Ukraine's Kharkov City


BAKU, NOV 9  (DN) - Building of the Honorary Consulate of the Republic of Azerbaijan in Ukraine's Kharkov City was subjected to fire at about 2.30 am, on the night of November 6 to 7.

 

Six shots were fired at the door and windows of the consulate building. There are no injuries among employees of the Consulate because there was nobody in the building at night hours.

 

We would like to note that the cameras of the Honorary Consulate recorded two attackers responsible for the incident.

 

In connection with the attack on the Consulate building, the Kharkov city police opened a criminal case.

 

Taking into consideration the continuous threats made by the radical Armenian forces against Azerbaijan's diplomatic representations in foreign countries recently, this attack made on our Honorary Consulate in Kharkov should be considered in the context of these threats.

 

We resolutely condemn the attacks and life threats by the radical Armenian forces against Azerbaijan's diplomats, as well as the members of the local Azerbaijani communities in foreign countries.

 

Relevant institutions of our country will implement joint activity and cooperation with local law enforcement agencies in foreign countries in order to ensure that all those responsible for such criminal actions against the Azerbaijani citizens and members of the local Azerbaijani community abroad will be held accountable before the law.-DN

Azerbaijan is close to victory, says Turkish President


As rightly said by President of Turkey Reccip Tayyip Erdogan that Azerbaijan is close to victory, which was a matter of days now.  Azerbaijan this time would like to take this conflict to its logical end, which means it will re-gain control of Nagorno-Karabakh. The Armenian adventure has provided the Azerbaijani leadership with an ample chance of turning this act of aggression into an opportunity and thus settle this issue once and for all.


The valiant nation of Azerbaijan is set to regain its lost territory called Nagorno-Karabakh as the Azerbaijani forces have already re-taken a number of surrounding areas of the occupied territory. Both countries went into war when Armenians on September 27, 2020 attacked Azerbaijani areas killing innocent people.

Then Armenia attacked second largest city of Azerbaijan called Ganga where many innocent people were killed and scores of others left wounded. The international community then moved and tried to broker a peace deal. Russia jumping into the fray, facilitated a meeting of leadership of both countries and ‘succeeded’ to win a temporary ceasefire. However ceasefire could not last for long as both sides accused each other of violating the ceasefire. It was Armenia that resorted to attack those cities which had nothing to do with the conflict while Azerbaijan forces kept their fight limited to the conflict zone only.

Now when the conflict has already taken a heavy toll especially on the innocent people of Azerbaijan, what will happen next and what will be the likely future of Nagorno-Karabakh? That is the question all stakeholders are trying to find an answer. Turkey, as we know, has openly supported Azerbaijan while Russia has shown cautious response to Armenian call for help for Russians can only help Armenia if any of the Armenian territory is attacked. And the Russians have categorically conveyed this to the leadership of Armenia as well. Azerbaijan leadership on the contrary is exercising maximum restraint despite provocations by the Armenians. Attack on cities like Ganja in fact is a sort of provocation. Armenia wants Azerbaijan to lose its cool and attack Armenia to take revenge and thus it could tell to the world, especially the Russians that look Azerbaijan has attacked Armenia so come to its rescue.

Armenia so far has not been able to garner support of the international community in its favour that is why its frustration is increasing with the each passing day. So much so, Iran, which used to support Armenia in the past, has now openly supported the Azerbaijani stand. The Iranian president in a recent message made it clear that Nagorno-Karabakh belongs to Azerbaijan. On diplomatic front this is ostensibly considered  a major achievement for Baku.

As regards Pakistani stand, our government, establishment, civil society and media have whole-heartedly been supporting Azerbaijan. In a rare show of solidarity with the government and people of Azerbaijan the members of civil society arranged memorial corners in different places in order to pay homage to the brave Azerbaijani forces.

Media support has also been forthcoming. Pakistani newspapers and periodicals published a number of articles highlighting various aspects of the issue. The Azerbaijan embassy in Islamabad spearheaded by Ambassador Ali Alizade has also been very instrumental in projecting and promoting the issue of Nagorno-Karabakh. Likewise disseminating of latest information about the on-going conflict also contributed greatly towards keeping the media fraternity abreast with what was happening on ground.

There are loud and clear calls from the international community and Azerbaijan that Armenia must be tried for war crimes as it has killed many innocent people. This demand makes sense and the world must take note of it because any complacency in this regard would encourage acts of aggression even in the prospect.

Azeris celebrated on the streets of Baku after President Ilham Aliyev said on Sunday his country's forces had taken Shusha, the second-largest city in the Nagorno-Karabakh enclave, but Armenian officials denied the city had been captured.


Shusha, which Armenians call Shushi, is of cultural and strategic importance to both sides and is located 15 km (nine miles) south of the enclave's largest city Stepanakert.

At least 1,000 people have died in nearly six weeks of fighting in and around Nagorno-Karabakh, a mountainous enclave internationally recognised as part of Azerbaijan but populated and controlled by ethnic Armenians.

“(This day) will become a great day in the history of Azerbaijan,” Aliyev said, announcing that Baku's troops had taken Shusha/Shushi.

In Baku, Azeris gathered in large numbers to celebrate, waving flags and chanting slogans, while drivers sounded their car horns.

Officials from the Nagorno-Karabakh region and Armenia's Defence Ministry denied Aliyev's statement.

“Shushi remains an unattainable pipe dream for Azerbaijan. Despite heavy destruction, the fortress city withstands the blows of the enemy,” the Nagorno-Karabakh Rescue Service said.

Armenia's defence ministry said that heavy fighting for the strategic site continues, while the Defence Army of Nagorno-Karabakh said they had repelled multiple attempts by the Azeri side to advance on the town.

Emboldened by Turkish support, Azerbaijan has the upper hand in the bloodiest fighting in more than 25 years in the South Caucasus. In just over a month, it has retaken much of the land in and around Nagorno-Karabakh that it lost in a previous war over the territory in the 1990s.

The city could serve as a key staging post for an Azeri assault on the enclave's largest city, Stepanakert.

Both have come under heavy shelling in recent days. Azerbaijan's defence ministry said allegations that it had shelled civilian areas were 'misinformation'.

The town is also culturally significant to both sides, Thomas de Waal, analyst at the Carnegie Endowment for International Peace, said.

Its population was predominantly made up of Azeris before the previous conflict, making it historically significant for Azerbaijan. For Armenians, it is the site of Karabakh's cathedral, de Waal said.
