BAKU, MAR 4: Minister of Defense Industry Madat Guliyev received a delegation led by Chairman of the Joint Chiefs of Staff of the Islamic Republic of Pakistan, General Nadim Raza, who is on an official visit to Azerbaijan.

The Defense Industry Ministry told APA that the current state of military-technical relations between Azerbaijan and Pakistan and prospects for future cooperation were discussed at the meeting.

Madat Guliyev noted that the Ministry of Defense Industry was established in 2005 on the personal initiative of President Ilham Aliyev, a worthy successor of National Leader Heydar Aliyev, to maintain the high level of combat readiness of our Armed Forces. Stressing that Pakistan has always stood by our people in the just struggle for the restoration of Azerbaijan's territorial integrity, the minister praised the political, moral support and firm position of the friendly country. The guests were also informed about the material and moral damage inflicted on Azerbaijan as a result of the Armenian occupation. It was noted that the occupation of our lands for about 30 years has put these regions in a deplorable state.

In turn, General Nadim Raza said he would spare no effort to develop relations between Azerbaijan and Pakistan, emphasizing that relations between the two countries are based on friendship and brotherhood and will continue to be mutually beneficial.

Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan to Azerbaijan Bilal Yaheen expressed confidence that Azerbaijan and Pakistan will join efforts to develop cooperation in political and other fields, including military, and that these relations will make a significant contribution to world peace.

ISLAMABAD/BAKU, MAR 4: A delegation led by Chairman Joint Chiefs of Staff Committee General Nadeem Raza of the Islamic Republic of Pakistan, arrived in Azerbaijan on an official visit, the Azerbaijani Defense Ministry said Wednesday.

General Nadeem Raza will hold a number of meetings in Baku. The visit will last until March 6.

SPECIAL REPORT: Azerbaijan, 29 years after the Khodyali Genocide
The Azerbaijani Embassy in Mexico commemorates the event celebrated on February 25 and 26, 1992, which cost the lives of thousands of Azerbaijanis at the hands of the Armenian army

MEXICO CITY, MAR 3: 29 years ago, in Azerbaijan, in the Nagorno Karabakh district, one of the most brutal acts of ethnic violence of the late 20th century was committed.

During the night of February 25-26, 1992, after a heavy artillery bombardment, the Armenian armed forces, with the support of the 366th Motorized Infantry Regiment of the former Soviet Union, invaded the Khodyali district, committing atrocities without precedents against its civilian population, which involved the murder of 613 Azerbaijani civilians, including 106 women, 63 children and 70 elderly people.

1,275 people were taken hostage and the fate of 150 people remains unknown. During that night, eight families were exterminated, 130 children lost one of their parents and 25 infants lost both.

The genocide was documented with evidence recorded by journalists from various international media.

Frozen corpses in positions of surrender, point-blank shots, torn heads, mutilated children and women are some of the terrifying evidences of Armenian cruelty.

By occupying Jodyali, Armenia aimed to gain a strategic advantage and opportunities to invade other cities in Nagorno Karabakh.

Until 1994 Armenia occupied the Nagorno Karabakh region and seven adjacent districts. The Jodyalí Genocide was highlighted by Human Rights Watch as the bloodiest massacre committed in the course of that conflict. However, it was not the only case, as Armenia committed mass killings in other locations in Azerbaijan.

At the same time, the massacre in Khodyali was clearly intended to terrorize and break the spirit of the Azerbaijanis in order to guarantee a psychological advantage for their future attacks. This is also proven by the statements of former Armenian president Serzh Sargsyan, who in the book by British author Thomas de Waal Black garden: Armenia and Azerbaijan Through Peace and War confesses: - “Before Khodyali, Azerbaijanis thought that Armenians were not capable of lifting the hand against the civilian population. We managed to tear down that opinion ”.

After a period of almost 30 years, the persistent ignorance on the part of Armenia of the UN resolutions that demanded the withdrawal of the Armenian troops from the occupied territories of Azerbaijan, as well as the failure of the negotiations within the framework of the Organization to the Security and Cooperation in Europe (OSCE) because of the destructive position of Armenia itself, Azerbaijan managed to liberate its territories during the recent 44-day war, also erupted as a result of another Armenian provocation.

However, the inhumane and terrorist nature at the state level of the Armenian leadership manifested itself once again during that war, when its armed forces, in flagrant violation of all the norms and principles of international humanitarian law, launched attacks with heavy artillery. , rockets and ballistic missiles against the Azerbaijani civilian population, including in cities located far from the conflict zone, including Ganja, the second largest city in the country, Barda, the city that suffered the bloodiest attack of all, as well as Terter, Aghdám, Mingachevir, Goranboy, Gabalá, Kurdemir, Absherón, etc. Cluster munitions were used by the Armenian armed forces during these attacks, a fact that was also condemned by Human Rights Watch and Amnesty International.

The same vandalism is currently observed in Azerbaijani territories liberated from Armenian occupation, which resemble Hiroshima after the atomic bombing and where Armenia totally destroyed the historical and cultural heritage of the country.

Now, reconciliation with Armenia is difficult. Despite this, Azerbaijan remains committed to its path and policy of dialogue, peace and regional cooperation, convinced that the only way to achieve prosperity in the region is reconciliation and lasting peace, but for this to be achieved, Armenia must abandon their territorial claims, policy of aggression and hatred.

In memory of that unfortunate event, recently, the Embassy of Azerbaijan in Mexico headed by Ambassador Mammad Talibov, commemorated with a solemn ceremony at the monument to the Jodyalí Genocide in the Plaza Tlaxcoaque of the Historic Center of Mexico City.

In addition, on the outskirts of the Embassy of Azerbaijan in the Bosque de las Lomas neighborhood of Mexico City, an altar dedicated to the victims of that genocide was installed. Until then, diplomats and floral offerings from other embassies in Mexico arrived.

Azerbaijan demands Armenia be brought to justice as Khojaly genocide’s 29th anniversary observed


BAKU, FEB 25: The 29th Anniversary of the Khojaly genocide will be observed on Friday (February 26, 2021), paying tribute to victims of the Khojaly tragedy and drawing the International Community’s attention to crimes committed by Armenia against humanity.

In a statement on the occasion of the 29th Anniversary of the Khojaly genocide, the Ministry of Foreign Affairs of the Republic of Azerbaijan said that February 26, 2021 marks the 29th anniversary of the Khojaly genocide committed by the armed forces of Armenia during the Armenian aggression against Azerbaijan.

One of the gravest crimes committed against the civilian population during the decades of Armenian aggression against Azerbaijan and the most tragic page of the First Karabakh War was the occupation of Khojaly city. Before the conflict, 7,000 people were living in this town located in the Nagorno-Karabakh region of Azerbaijan. From October 1991, the town was entirely surrounded by the armed forces of Armenia. Over the night of the 25 to 26 February 1992, following massive artillery bombardment of Khojaly, the armed forces of Armenia, with the help of the infantry guards regiment No.366 of the former USSR, implemented the seizure of Khojaly. Invaders destroyed Khojaly and with particular brutality implemented carnage over its peaceful population.

As a result of the Khojaly genocide, 5,379 inhabitants of the city were forcefully expelled, 1,275 were captured and taken hostage (the fate of 150 of them, including 68 women and 26 children, remains unknown to date) and were tortured, 487 were injured, 8 families were completely destroyed, 130 children lost one and 25 children lost both parents, 613 people, including 63 children, 106 women and 70 elderly brutally murdered.

The statement said that all the existing facts of the tragic events in Khojaly prove conclusively that the crimes committed in this city of Azerbaijan were not an ordinary and accidental act but an integral part of Armenia’s policy of systematic violence. The purposeful massacre of civilians in Khojaly was a crime based on ethnic grounds; it was aimed at the mass killing of people simply because they were Azerbaijanis.

It said that the Khojaly massacre and other war crimes, crimes against humanity, and genocide committed by Armenia in the course of the aggression against the Republic of Azerbaijan constitute a serious violation of international humanitarian and human rights law, in particular the 1949 Geneva Conventions, Convention on the Prevention and Punishment of the Crime of Genocide, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the International Convention on the Elimination of All Forms of Racial Discrimination, the Convention on the Rights of the Child and the Convention for the Protection of Human Rights and Fundamental Freedoms.

At present, the national legislative bodies of 17 countries, as well as 24 States of the USA, have adopted resolutions and decisions condemning the massacre of civilians in Khojaly and assessing it as a crime against humanity. At the same time, the Organization of Islamic Cooperation (OIC) and the Cooperation Council of Turkic Speaking States (CCTSS) have adopted resolutions and statements strongly condemning the Khojaly genocide.

In its judgment of 22 April 2010, the European Court of Human Rights arrived at an important conclusion with respect to the crime committed in Khojaly, qualifying the behavior of those carrying out the incursion as “acts of particular gravity which may amount to war crimes or crimes against humanity”.

Alongside the Republic of Armenia’s responsibility as a State for internationally wrongful acts, under the customary and treaty norms of international criminal law, certain acts perpetrated in the context of an armed conflict, including those in the town of Khojaly, are viewed as international criminal offences and responsibility for them is borne on an individual basis by those who participated in the said acts, their accomplices and accessories.

In his cynical admission of culpability, Armenia’s then Defence Minister and ex-President Serzh Sargsyan was quoted by the British journalist Thomas de Waal as saying, “before Khojali, the Azerbaijanis thought that … the Armenians were people who could not raise their hand against the civilian population. We were able to break that [stereotype]” (Thomas de Waal, Black Garden: Armenia and Azerbaijan through Peace and War (New York and London, New York University Press, 2003), p. 172).

Purposeful targeting of the Azerbaijani civilian population and crimes against humanity against them were continued by Armenia during the Second Karabakh War. Armenia, deliberately targeting the civilian population and civilian infrastructure of such Azerbaijani cities as Ganja, Barda, Terter, located at a considerable distance from the war zone, in 2020, as in 1992, resorted to the same terror tactics, and this time already with the use of modern types of armoured vehicles and rocket launchers, which led to the massacres of peaceful Azerbaijanis. Both the Khojaly genocide in 1992 and the bombing of the civilian population in 2020 clearly demonstrate Armenia’s purposeful policy of violence against Azerbaijanis.

The statement said that the Republic of Azerbaijan believes that continuous measures taken at the national level, as well as within the framework of existing international law, will serve to end impunity and bring to justice those responsible for serious crimes committed during Armenia’s aggression against Azerbaijan.

ISLAMABAD, FEB 2021: On 23rd February, an online International Conference was organized to discuss “Cooperation Perspectives Between Azerbaijani and Pakistani Youth Diaspora to the International Recognition of Khojaly Genocide”.

This conference was jointly organized by the State Committee on Work with Diaspora of the Republic of Azerbaijan, Azerbaijani Diaspora Youth & Center for Global & Strategic Studies (CGSS), Islamabad.

The conference commenced with the opening remarks of Dr. Mehmud Ul Hassan Khan, member board of experts, Center for Global & Strategic Studies (CGSS), Islamabad, and Regional Geopolitical Analyst.

He stated that genocides against Azerbaijan have achieved nothing but widespread condemnation. It also fueled concepts of self-defense, self-reliance, economic sustainability, protection of national pride, the safety of heritage, and unbending passions for territorial sovereignty.

He acknowledged and appreciated the energetic youth of Azerbaijan who stood firm against Armenian atrocities. Furthermore, he stated that Azerbaijan is now stronger than ever, their victory in Nagorno-Karabakh signifies their unity and strength against Armenia and their barbaric activities.

Dr. Zarmina Baloch, Member Board of Experts, CGSS, and Lecturer at Islamia College University, Peshawar, Pakistan highlighted the historical background of Armenian aggression against Azerbaijan. She emphasized that even before the Khojaly massacre, Armenia was against Azerbaijan and took evil initiatives for the ethnic cleansing of the Azerbaijani people. She also highlighted the reasons behind this ethnic cleansing that include mono-ethnic beliefs and their ambition to destroy the Azerbaijani history and culture.

Dr. Zarmina emphasized the important role of youth in spreading awareness regarding inhumane acts against humanity, she also mentioned atrocities in Occupied Kashmir and expressed her solidarity with the victims of the Khojaly massacre.

Mr. Hasan Alakbar, a Khojaly resident from Azerbaijan shared his experience of being a victim of the Khojaly massacre. He stated that almost 29 years have been passed but the heartbreaking and tragic events are still fresh in our minds. He also emphasized that due to the Armenian attacks his family had to vacate their house in a state of fear and anguish.

Mr. Nasir Zaman, Research Assistant, Center for Global & Strategic Studies (CGSS), Islamabad highlighted that Pakistan has substantially helped Azerbaijan over past decades in highlighting the now-ended Armenian occupation of Nagorno-Karabakh and Khojaly genocide before the international community. It is also an important task for the young diaspora of both countries to highlight the illegality of the Khojaly genocide before the international community by proving the violation of relevant international laws in this context. He suggested that policy of global and public outreach and awareness campaigns must be initiated in Pakistan and Azerbaijan.

Ms. Tehreem Qizilbash, Azerbaijani Community Member in Pakistan discussed the importance of youth inclusion in matters of international importance. She stated that Pakistan and Azerbaijan share an ancient and historical cultural bond that must be utilized in all capacities. She also highlighted that it was witnessed in recent events that Armenia is capable of manipulating history and using it for its gain. She stated that the youth diaspora of both countries should study the history of Pakistan and Azerbaijan.

Ms. Tehreem also emphasized that Pakistan has always supported Azerbaijan on all international forums and similarly Azerbaijan has shown solidarity with Pakistan in the Kashmir issue.

Mr. Malik Musawwar Hameed, Student Ambassador, Center for Global & Strategic Studies (CGSS), Islamabad highlighted the importance of enhancing bilateral ties through diasporas as they play a vital role in displaying a soft image of a country.

He highlighted that it is important that the diaspora committees of both countries celebrate national days together in different countries of the world. This conference is also an important step to highlight the atrocities committed by Armenia on national and international forums.

Ms. Palwasha Nawaz, Project Executive, CGSS in her closing remarks mentioned that Khojaly Genocide is one of the most serious crimes of history not only against the people of Azerbaijan but also against humanity. She stated that the state of Pakistan and its people gave always given unreserved support to Azerbaijan and its people as we are linked by our shared history.

The conference was moderated by Ms. Laraib Fatima Hassan, Communication & Coordination Manager, Center for Global & Strategic Studies (CGSS), Islamabad. She stated that the diasporas of Pakistan and Azerbaijan will further cooperate in many areas specifically in raising voices against these crimes against humanity.

The conference was attended by 40 participants and was viewed live on various social media platforms as well.
