Kyrgyzstan keen to promote economic cooperation with Pakistan: Ambassador

ISLAMABAD, Nov 16: Ulanbek Totuiaev, Ambassador of Kyrgyzstan has said that the geostrategic location of his country offered great business opportunities to Pakistan while Pakistan was a gateway for Central Asian countries for better market access to outside world, therefore, Kyrgyzstan was keen to further promote economic cooperation with Pakistan to achieve mutually beneficial outcomes.

He said this while exchanging views with the business community during his visit to the Islamabad Chamber of Commerce and Industry (ICCI).

The Envoy said that the Kyrgyz capital Bishkek had hosted a very successful second Kyrgyz-Pakistan business forum entitled "Pakistan and Kyrgyzstan in the Age of Socio-Economic Integration" in October this year and his embassy was interested to organize another Kyrgyz-Pakistan business forum in collaboration with ICCI in Islamabad or Bishkek to further strengthen the business linkages between the private sectors of both countries.

He said that Kyrgyzstan was a member of Eurasian Economic Union, which was a market of 180 million people and was also a beneficiary of the EU's GSP Plus. Thus close economic cooperation of Pakistan with Kyrgyzstan would be more beneficial for both countries. He also discussed a wide-range of areas for promoting trade and economic ties with Pakistan.

Speaking at the occasion, Shakeel Munir, President, Islamabad Chamber of Commerce & Industry said that Pakistan was focusing on Central Asia for trade & exports and close cooperation with Kyrgyzstan would help it in getting better market access to this important region.

He said that Kyrgyzstan was rich in hydropower generation and it can cooperate with Pakistan in this field. He said that Pakistan could export many products to Kyrgyzstan including marble & granite, pharmaceuticals, textiles, surgical instruments, food products, sports goods, leather products, IT, engineering goods and Kyrgyzstan should increase its imports from Pakistan to provide good quality products at competitive prices to its consumers.

He said that both countries have good potential to cooperate in the tourism sector for mutual benefit. He said that ICCI would consider organizing a Pak-Kyrgyz business forum in collaboration with Kyrgyz Embassy.

Jamshaid Akhtar Sheikh, Senior Vice President ICCI said that Pakistan and Kyrgyzstan should encourage direct commercial flights between their major cities that would help in promoting business relations between the two countries.

Faheem Khan, Vice President ICCI stressed for frequent exchange of trade delegations between Pakistan and Kyrgyzstan to explore new avenues of trade promotion.

Akhtar Hussain, Ch. Ashraf Farzand, Asher Hafeez and others also spoke at the occasion and shared useful ideas for promoting trade and economic relations between Pakistan and Kyrgyzstan.

Kyrgyzstan becomes latest buyer of Turkish combat drones

Kyrgyzstan becomes latest buyer of Turkish combat drones

BISHKEK, OCT 23: Kyrgyzstan is becoming the latest buyer of renowned Turkish combat drones in an effort to rev up its defense industry capabilities, a senior official announced.

Kamchybek Tashiev, the deputy prime minister of Kyrgyzstan and chairperson of the State Committee for National Security, said they placed an order to buy Turkish drone magnate Baykar-made Bayraktar TB2 unmanned combat aerial vehicles (UCAVs).

The Central Asian nation will be taking the delivery of the drones soon, Tashiev told reporters.

“We purchase military equipment to boost our troops. The relevant funds have been already allocated from the budget. Turkey is currently constructing Bayraktar drones for us,” he noted.

Noting that a limited number of countries in the world possess Turkish armed drones, Tashiev said “Kyrgyzstan will be one of them.”

The Bayraktar TB2 is a medium-altitude long-endurance aerial vehicle capable of remotely controlled or autonomous flight operations. It is manufactured by one of the leading Turkish defense companies Baykar.

“The drones will soon arrive in our country,” Tashiev said. He noted that Bishkek also purchased Orlan-10 drones from Russia.

Kyrgyzstan’s purchase comes amid growing interest in the Turkish UCAVs after their successful use in international conflicts.

Earlier this week, Turkey announced Angola had requested to acquire its drones, a week after it was reported to have expanded the export of the aerial vehicles by negotiating deals with Morocco and Ethiopia.

This was followed by a statement from Industry and Technology Minister Mustafa Varank, who also last week said Turkey had presented options to the U.K., which is “very interested” in buying Turkish-made armed drones.

Ukraine and Turkey’s NATO partner Poland have also ordered the UCAVs, which military experts say are cheaper than market rivals made in Israel, China and the United States.

The Bayraktar TB2 entered the Turkish army’s inventory in 2014 and is currently used by several other countries including Qatar and Azerbaijan.

The cutting-edge vehicles were effectively used over the years in cross-border counterterror military operations such as Euphrates Shield, Olive Branch and Spring Shield to liberate areas near the Syrian border from terrorist groups.

Turkish drones are also said to have played a crucial role in last year’s six-week conflict between Armenia and Azerbaijan.

Kyrgyz president begins innings loaded with challenges

Kyrgyz president begins innings loaded with challenges

  • Parliamentary polls in summer will test delivery of Japarov’s populist promises, as opposition currently chooses to wait and watch

LONDON, FEB 1: Kyrgyz President Sadyr Japarov, who began his six-year term on Jan. 28, is expected to strike a fine balance between the expectations of his domestic constituents and foreign policy pursuits.

In terms of personal strengths, Japarov is seen as a fearless person, who can take difficult decisions. He did not hesitate to unite people around himself including those dissatisfied with the earlier government, according to Nikolai Topornin, an office-bearer of the Coordination Council of Russian NGOs.

“In fact, he [Japarov] is reaping the fruits of the bold actions he took during the days of the crisis,” he said.

Although winning laurels for his bold stances, Japarov will need to demonstrate his abilities to act on promises, he has made to voters.

In his inaugural address, he declared that the country needs a management system in which they will "unquestioningly" execute laws, increase responsibility for economic and political reforms, and then be able to answer for them to the people.

Asel Doolotkeldieva, a prominent Kyrgyz political observer believes that among Japarov's aides there are none, who could be called distinguished for their reformatory spirit or even possess a concrete vision of reforms.

In the context of the current global economic crisis, it is very important to have a clear program to get the country out of a difficult situation.

She said the populist regimes all over the world generally suffer due to a lack of clear programs and mechanisms for their implementation.

Japarov has promised to create a society with rule of law, where justice and prosperity prevail. The forthcoming constitutional reform is expected to include these goals. The president has also stressed to prevent corruption, restore people's confidence in justice, give economic freedom to people with strong spirit and mind and protect the vulnerable.

Alexandra Filatova, a researcher at Moscow’s National Research University said it remains to be seen who will deliver these reforms. The implementation of the ambitious program needs professional officials with institutional memory. Otherwise, if the government is unable to deliver specific or at least some promises, it will once again create discontent and protests. In fact, the non-delivery of promises by past governments brought Japarov’s populist government to power.

Implementing large projects

To fulfill his objectives, the new president wants to start implementing large projects in the energy sector as soon as possible -- the Kambar-Ata hydroelectric power station, the Sary-Zhaz hydroelectric power station, and the Verkhne-Naryn hydroelectric power station cascade.

While announcing that Kyrgyzstan will continue pursuing multi-polar foreign policy, President Japarov acknowledged China's influence on world politics and talked about its growing economic power. It is expected that China’s rise will have a beneficial effect on the economy of Kyrgyzstan whose external debt has approached $5 billion.

Analysts are predicting Kyrgyzstan's reliance on China to procure loans and assistance. Anticipating a complicated situation for Western partners, Doolotkeldieva said considering the circumstance that brought Japarov to power, the relations will remain somewhat lukewarm as compared to ties within the region that includes former Soviet states.

Japarov has also laid out a vision to rejuvenate the economy, contribute to rapid development, and support entrepreneurship that will lead to the rise in the people's standard of living.

Acknowledging that the energy sector is facing a challenge, which owed a debt of $1.6 billion, the president has put securing concessions for gas imports as a priority on the agenda with Russia.

Russia and Kyrgyzstan have announced pursuing new initiatives and joint projects within the framework of the Eurasian Economic Union (EAEU). The Intergovernmental Commission on Trade, Economic, Scientific, Technical and Humanitarian Cooperation between the Russian Federation and the Kyrgyz Republic (IGC), will lay out a road map, which will include existing and potential joint projects in the field of automotive, electrical engineering, light, pharmaceutical industry, urban infrastructure.

Chairman of Kyrgyzstan State Committee for Industry, Energy and Mineral, Jyrgalbek Sagynbaev, announced that new projects will be launched by March 2021 that includes a project to jointly collaborate with a Russian company to assemble armored vehicles in Kyrgyzstan.

“This is a mutually beneficial project that is in demand in our market and may in the future constitute the export potential of Kyrgyzstan in the Central Asian region”, Sagynbaev anticipates.

Russia watching and engaging

Russia is closely watching events unfolding in neighboring countries. In Moscow, there is a realization of the need to engage with Japarov so that Kyrgyzstan does not deviate towards the West while considering the China factor too. President Japarov has been quick to declare that Russia was and remains a strategic partner for Kyrgyzstan.

Irina Jorbenadze, a political commentator recalled that Russia with its military airbase located outside Bishkek provides security to the country. Further, Kyrgyzstan is a member of the Russia-led Eurasian Economic Union and the Collective Security Treaty Organization.

Hundreds of thousands of Kyrgyz migrants legally work in Russia, sending remittances home, which, according to Japarov, serve as a critical pillar of the Kyrgyz economy. Lately, Russia is aiding Kyrgyzstan to combat the COVID-19. Moscow is donating 500,000 doses of the COVID-19 vaccine. Last year, Russia donated $20 million to the country. Kyrgyzstan is also interested in the domestic production of the Russian Sputnik V COVID-19 vaccine.

Wait and watch for opposition

Except for a small group, some of those who had been critical of Japarov have temporarily receded into the shadows. Those who are neutral are also bidding their time.

According to a Bishkek-based professor Medet Tyulegenov, since Japarov appears too popular at this time, several political elements in the society have temporarily withdrawn themselves from posing any active competition to him.

The parliamentary elections are also scheduled in the country sometime in early summer. That will test the delivery of Japarov’s promises.

Asilbek Egemberdiev, the editor of a Kyrgyz portal, cautions pursuing a policy of persecution. He said that it may lead to discontent and new unrest. He advises caution about making loud proclamations, lest the government loses credibility and become a victim of its own loud initiatives that it could not put into practice.

Kyrgyz Markets Are Open For Pakistani Traders: Ambassador

Ambassador of Kyrgyz Republic to Pakistan, Erik Beishembiev has said on Monday that Pakistani industrialists could exports their goods via Kyrgyzstan to Europe and other western markets

LAHORE, NOV 2020 - Ambassador of Kyrgyz Republic to Pakistan, Erik Beishembiev said on Monday that Pakistani industrialists could exports their goods via Kyrgyzstan to Europe and other western markets.

Erik Beishembiev offered the Pakistani traders and investors to use Kyrgyzstani markets for exporting their goods directly to Europe and other countries.

Addressing to the RoundTable Conference convened by Lahore Center for Peace Research, H.E Erik Beishembiev said that Kyrgyzstan was dynamically developing and foreign investors were widely presented. Investment in Kyrgyz republic was easy and profitable.

Kyrgyzstan was now focused on its high quality and environmental friendly agricultural products, organic vegetable and fruits, meat, dairy products and honey. He said that for several years, Kyrgyzstan had been successfully exporting Kyrgyz honey to Europe and Arab countries.

The Kyrgyz Ambassador said that Kyrgyzstan attached great importance to the development of economic cooperation visa to Pakistan in order to promote greater economic relation between both countries.

Kyrgyzstan was interesting in cooperating Pakistan to handle energy crisis and wanted to implement the great Central Asia-South Asia power project CASA-1000, he added.

Erik Beishembiev emphasized on the renewal of transport deals within Pakistan and Kyrgyzstan for multilateral agreement on transit transports between PakistanChinaKyrgyzstan and Kazakhstan as a part of CPEC. "This will bring our countries more closer," he said.

He said that bilateral trade and economic cooperation between Pakistan and Kyrgyzstan was currently low. "Current volume of trade between two countries is 4 billion Dollars and Pakistan's investment in Kyrgyzstan is about 3.5 billion dollars," he said and reiterated that priority areas for economic cooperation between both countries included medicine and pharmaceutical sector, electricity production and supplying, mining, foodtextile and IT industry

He said that both countries needed to intensify people to people contacts and spread more information about both cultures. Lack of direct air and road transport between both countries was also a hurdle for economic cooperation between both countries, he said.

Talking to the Conference, former ambassador, foreign secretary of Pakistan and Chairman Lahore Center for Peace Research Institute, Shamshad Ahmad Khan said that Pakistan and Kyrgyzstan enjoyed not only a common history but enjoyed cordial relations and had exchanged frequent high level visits since 1991.

He emphasized that present trade volume was not at par with the tremendous trade potential of the two countries and the whole region of central Asia. The trade volume between two countries was just 4 million dollars right now. Former foreign secretary of Pakistan said that since the beginning of Pak Kyrgyz relations, both countries had signed over 35 MOUs, but in practice concrete steps were not taken by both sides.

Trade and economic relation was one area that both countries should focus and make the MOUs working, said Shamshad Khan.

The chairman of Lahore Center for Peace Research said that besides several other international bodies Kyrgyzstan and Pakistan were also partners in ECO and Shinghai Cooperation Organization. Both countries had tremendous potential to work together and building a common future of progress and prosperity.

Convener of the Roundtable conference Executive Director LCPR Nazir Hussain informed the participants that Lahore Centre for Peace Research was planning a conference in Bishkek later this month on regional connectivity in the back drop of the launch of Belt and the Road initiative and CPEC. This initiative would provide opportunities to reach the whole central Asia, said Shamshad Ahmad Khan.

Later on talking to the conference, Chairman TEVTA Ali Salman Siddiqui said that Pakistan had a very rich skillful manpower which could be helpful in bilateral trade and economic cooperation.

Dr Hasnain Javed, Advisor to the government of Pakistan Ministry of Industries and Production, said that travel and exploration between both countries would benefit mutually.

General Manager Operations TDCP Asim Raza said that Pakistan and Kyrgyzstan both had a huge potential in tourism and focus on the tourism opportunities to be opened between both countries as an effort to grow mutual economic relations.

Arch Bishop of Lahore Francis Shaw said that Pakistani government was promoting the religious tourism, both Pakistan and Kyrgyzstan must focus in this area. He emphasized about the student exchange programmes between the two countries.

The conference was also attended by various segments of the society including the representatives of government and private organizations, women chambers, Pakistan youth council, media and others.
