The Democratic candidate is just 6 electoral votes
shy of the presidency.
Trump's campaign also filed lawsuits in Pennsylvania — which is yet undecided — and Michigan, laying the groundwork for contesting the outcome in the battleground states that could determine whether he gets another four years in the White House. The campaign also announced it had requested a recount in Wisconsin, which went to Biden with less than a percentage point.
Michigan is a critical battleground state that helped deliver Trump the presidency four years ago, along with Wisconsin and Pennsylvania.
Earlier, the AP had called Wisconsin for Biden, good for 10 electoral votes, after election officials in the state said all outstanding ballots had been counted, save for a few hundred in one township and an expected small number of provisional ballots.
It was still unclear when or how quickly a winner could be determined. Hundreds of thousands of votes were outstanding in Pennsylvania, while Georgia, Nevada, North Carolina and Alaska also remain to be called.
However, the intense jockeying for the states was overshadowed by Trump’s extraordinary early-morning declaration from the White House calling for outstanding ballots not to be counted.
By late Wednesday, neither candidate had the 270 Electoral College votes needed to win. Electoral College votes are assigned to each state, in part based on their population. Trump made premature claims of victories in several key states and said he would take the election to the Supreme Court to stop the counting. It was unclear exactly what legal action he might try to pursue.
Several states allow mailed-in votes to be accepted after Election Day, as long as they were postmarked by Tuesday. That includes Pennsylvania, where ballots postmarked by Nov 3 can be accepted if they arrive up to three days after the election.
Pennsylvania Gov. Tom Wolf tweeted that his state had over 1 million ballots to be counted and that he “promised Pennsylvanians that we would count every vote and that’s what we’re going to do.”
Trump suggested those ballots shouldn’t be counted. But Biden, briefly appearing in front of supporters in Delaware, urged patience, saying the election “ain’t over until every vote is counted, every ballot is counted".
“It’s not my place or Donald Trump’s place to declare who’s won this election,” Biden said. “That’s the decision of the American people.”
Arizona
Democrat Joe Biden won Arizona and its 11 electoral votes, serving a huge blow to Trump’s chances for reelection. Arizona has backed a Democratic presidential candidate only once in the last 72 years.
Biden’s campaign had focused on Arizona as part of its expanded battleground map through the Sun Belt, citing demographic changes, new residents and realignment away from Republicans among key suburban voters.
Arizona is among the more than half a dozen states that will help determine which candidate gets the 270 electoral votes to capture the White House.
Texas
Trump won Texas and its 38 electoral votes despite a furious, late push by Democrats to turn America’s biggest red state blue.
An avalanche of early votes fed Democrats’ high hopes of ending decades of losses in Texas, where polls showed Joe Biden running unusually close. But Trump carried Texas for a second straight year.
Trump won Texas by 9 percentage points in 2016 and all but took a win here for granted. He didn’t swing through Texas for campaign rallies or swamp television airwaves, and his conservative allies on the ground scoffed at Biden’s chances as a far reach.
Florida
Trump also won Florida and its 29 electoral votes, the biggest prize among the perennial battlegrounds and a state crucial to his reelection hopes.
A victory in Florida means re-election is within Trump’s grasp. A loss in the state would have made it nearly impossible for Trump to reach the 270 electoral votes needed to retain the White House.
Maine
President Trump won one of Maine's four electoral votes, just as he did in 2016.
Trump carried the state's 2nd Congressional District, the more rural and conservative of Maine's congressional districts.
While Biden easily carried the state itself, Maine is one of only two states that divide their electoral votes.
Biden won the 1st Congressional District and the statewide tally, good for three electoral votes. Trump's victory in the 2nd Congressional District means he wins one electoral vote.

Bernhard Schlagheck on violation of Armenian armed forces of International and
humanitarian law due to which a large number of innocent Azerbaijani civilians
martyred.
Later,
Ambassador of Germany expressed his grief and prayed for the Azerbaijani people
who lost their lives during the past battle days.
German
envoy also said, that international powers have to come up and put sincere

The result of the US presidential election is hanging on the vote count in a handful of key states, with the race too close to call so far.
By 11pm PST on Wednesday, Democrat Joe Biden currently holds 238 electoral votes — including Arizona, which the Donald Trump team says could change — compared to 213 for the Republican president.
In order to win, 270 electoral votes are needed. Those votes are divided up proportionately among the states.
Much of the delay has resulted from a flood of mailed-in ballots due to the coronavirus — and those types of votes tend to favour Democrats.
If Biden's lead in Arizona holds and he wins Nevada as expected, he could claim victory by taking two of the following three that remain undecided: Wisconsin, Michigan and Pennsylvania.
Should Trump hold North Carolina and Georgia but lose Arizona, he will likely also need to take two out of three in Wisconsin, Michigan and Pennsylvania.
The paths to victory become more murky should some of the expected outcomes change.
Here is a summary of the situation:
Pennsylvania
Perhaps the state that could take the longest to declare a winner — and one that could potentially decide the outcome with 20 electoral votes at stake.
With 79 per cent of the vote counted in the industrial Rust Belt state, Trump was ahead with 53.9pc compared to Biden's 44.8.
Remaining ballots are however expected to favour Biden, who was born in the state.
Much to Trump's chagrin, the state has decided to allow mailed ballots sent by election day but received up to three days afterward to be counted due to coronavirus complications.
North Carolina
Trump appeared favoured to win North Carolina's 15 electoral votes despite a strong showing by Biden, but it remained too close to call.
With 95pc counted in the southeastern state, Trump had 50.1pc and Biden 48.6.
Mail ballots sent on or before election day can be counted until November 12.
Michigan
Trump narrowly won Michigan over Hillary Clinton in 2016 along with the Midwestern industrial state's 16 electoral votes, but it is now too close to call.
Biden was slightly ahead with 49.5pc to 48.9pc with 92pc of the ballots counted.
Remaining votes to count have been expected to favour Biden.
State officials have signalled that a winner could become clear on Wednesday even if it is not a final result.
Wisconsin
Another Trump win in 2016 whose 10 electoral votes could flip to Biden.
With 97pc counted in the Midwestern state known for its dairy farms, Biden had 49.5pc compared to Trump's 48.8.
A final result is expected on Wednesday.
Nevada
Biden had been expected to win Nevada's six electoral votes, but the western state that is home to gambling hub Las Vegas remains too close to call.
With 86pc counted, Biden had 49.3pc to 48.7 for Trump.
State officials said on Wednesday that further results would not be known until Thursday.
Georgia
Biden performed unexpectedly well in the southeastern state that is traditionally a Republican stronghold, but Trump was still narrowly ahead. The state has 16 electoral votes.
With 92pc counted, Trump had 50.5pc compared to 48.3 for Biden.
A final result is expected on Wednesday.

ISLAMABAD, NOV 4 – Chairman of the Presidency of Bosnia and Herzegovina, Sefik Dzaferovic, has called for peaceful resolution of the Kashmir dispute in the light of UN Security Council (UNSC) resolutions.
He expressed these views during the meeting with Foreign Minister Makhdoom Shah Mahmood Qureshi in Islamabad on Wednesday.
Foreign Minister Qureshi briefed the Chairman on the grave human rights situation in IIOJK as well as India’s illegal measures to change the demographic structure of the occupied territory, which was against UNSC resolutions, international law, and the 4th Geneva Convention.
Extending a warm welcome to the Chairman on his first visit to Pakistan, the Foreign Minister underlined the fraternal nature of relations between Pakistan and Bosnia & Herzegovina marked by warmth and cordiality.
He added that there was remarkable goodwill for the people of Bosnia & Herzegovina among the people of Pakistan. Both countries had supported each other in times of need.
The Foreign Minister expressed condolences on the loss of precious lives in Bosnia & Herzegovina due to Covid-19. He apprised Chairman Dzaferovic of Pakistan’s strategy of ‘smart lockdown’ and Prime Minister’s stress on saving lives, securing livelihoods, and stimulating the economy.
Views were exchanged on the entire spectrum of bilateral cooperation. It was agreed that a vast potential existed to enhance cooperation, especially in fields of trade and investment, energy, science & technology, defence industry, education, and people-to-people exchanges.
The Foreign Minister underlined the importance of promoting mutual collaboration through optimal utilization of mechanisms of Bilateral Political Consultations (BPC), Joint Economic Commission (JEC) and Joint Trade Committee (JTC).
The Foreign Minister also offered training at Foreign Service Academy for the young diplomats from Bosnia & Herzegovina.
The Foreign Minister thanked the Presidency of Bosnia & Herzegovina for taking a principled position on the issue.
The Foreign Minister also highlighted Pakistan’s positive contribution to the Afghan peace process and reaffirmed support for an Afghan-led and Afghan-owned leading to an inclusive, broad-based and comprehensive political settlement.
Both sides appreciated the strong cooperation at the multilateral fora, especially at the UN. It was agreed to continue such mutual support to each other.

Dear colleagues,
I would like to start by congratulating the Government of Greece for the successful completion of its Presidency of the Committee of Ministers and extend all our support to the incoming German Presidency.
In January 2021, Azerbaijan will celebrate 20th anniversary of its accession to the Council of Europe. During past years, the membership to the Organisation has contributed to strengthening the respect for human rights, democracy and the rule of law in my country and we are ready to continue this important work.
While joining the Council of Europe, Azerbaijan and Armenia undertook a joint commitment on the settlement of the Nagorno-Karabakh conflict, which resulted in illegal occupation of about 20 percent of the internationally recognized territories of Azerbaijan and forced displacement of around one million Azerbaijani citizens. Over the last 28 years, the mediation efforts under the OSCE Minsk Group did not yield any tangible result, due to the policy of aggression and occupation of successive governments in Armenia. I should remind that in its 2015 judgment in the case «Chiragov and others against Armenia», the European Court of Human Rights recognized the effective control of Armenia over the occupied territories of Azerbaijan. Even after this judgment, Armenia continued to reject its responsibility, without facing any consequences.
Following a series of highly provocative actions, including the statement “Karabakh is Armenia”, as well as the declaration of the doctrine “new war for new territories”, Armenia’s political-military leadership launched a new military aggression against Azerbaijan on 27 September. Since the first day of hostilities, Armenia has been heavily shelling the densely populated areas deep inside Azerbaijan, causing 91 deaths, including 12 children and more than 400 wounded among civilians. I have to stress particularly 2 ballistic missile attacks on the second largest city of Azerbaijan - Ganja at nighttime and 2 other inhuman and treacherous attacks on another city – Barda killing many civilians. These actions of Armenia, which clearly represent a war crime, should be firmly condemned by the international community, including the Council of Europe.
Counteracting against the Armenian aggression within its right to self-defense under Article 51 of the UN Charter, Azerbaijan remains committed to its obligations under the international humanitarian law. Azerbaijan simply seeks the implementation of the 4 UN Security Council resolutions adopted in 1993 which demand the immediate, unconditional and complete withdrawal of the armed forces of Armenia from the occupied territories of Azerbaijan. The resolutions 1416 (2005) and 1614 (2008) adopted by the Parliamentary Assembly of the Council of Europe urged the parties to comply with these UN Security Council Resolutions and call for the restoration of Azerbaijan’s territorial integrity.
This is the shortest path to the peaceful coexistence of Azerbaijani and Armenian communities of the Nagorno-Karabakh region of Azerbaijan, as well as lasting peace between the two member states of the Council of Europe and prosperity in the wider region.

On November 2, President of the Republic of Azerbaijan Ilham Aliyev gave interview to Italian La Repubblica newspaper.
Mr. President, are you already tasting the flavor of the victory?
-Our task was to restore territorial integrity of Azerbaijan, and we are coming closer to this task. We have been waiting for restoration of the territorial integrity for almost 30 years. As you know, during all this time Azerbaijan was strictly committed to negotiation process. But unfortunately, it did not result in any tangible outcome.
Plus, Armenian leadership during last couple of years was always provoking us by the statements, and by actions, including military provocations. So the last one took place on the 27th of September. We had to respond and our response was very sensitive to Armenia. So, when we talk about the victory we did not put in front of us such a target. We wanted to resolve it at the negotiation table. But we were always ready to do it on the battlefield what we are doing.
-Putin is not willing to intervene. So, you can act without obstacles.
-Actually, I on many occasions commented the situation that co-chairs of the Minsk Group, 3 countries which are at the same time permanent members of the Security Council of United Nations, adopted resolutions back in 1993 which demanded immediate and complete and unconditional withdrawal of Armenian troops from the Azerbaijani territories. Therefore, these countries themselves created the legal base for the settlement.
But Armenia did not implement these resolutions. Another point, which I was referring to is that mediators must be neutral, no matter how they feel about situation. How close their relations are with us, or with Armenia, but if they are not neutral they cannot be mediators. Therefore, the neutrality now which we more or less see on the ground I think is the only way how the things can happen. Therefore, it was not a kind of a green light for us. We responded to Armenian attack on the 27th of September without any 100% understanding who will do what. We just did what we thought was right to defend our country, to defend our people, and to restore justice.
-How useful is the Ankara support to your action?
-It is very useful. This support came from the very beginning, from the early hours of the clashes which started on the 27th of September. President of Turkey made a very clear statement that Turkey stands side by side with Azerbaijan. That was a very important sign of political and moral support, and I many times referred to the fact that this is only political and moral support, but it was sufficient.
Because such a strong country as Turkey when openly declares its position on this issue, it also sends the signal to the whole world, that Azerbaijan is doing the right thing. Azerbaijan is restoring it’s territorial integrity, Azerbaijan is fighting on its territory. We are not aggressors, we are not attacking other countries. Therefore, this political support which started in the early hours of the clashes and continues up to now is very important for the conflict resolution.
-What can you say about the jihadists’ presence that president Macron, Russian foreign minister denounced that they are fighting against Armenia with your army. Is it true?
-On many occasions I already during this time, more than one month, referred to this issue and said that this is not true. This is not correct information. I don’t know why this information was circulated, and still is circulated. First, we haven’t been provided with any evidence, any proof about that. All were words, and those words were articulated in the early days of the conflict. And you referred to President Macron’s statement about that. That was only in the first days of the conflict. Since that time, we didn’t hear these kind of statements.
So this is first. No proofs no evidence. Second, no need. Many times I said we have an army of a 100 thousand fighters, a regular army. We can mobilize several times more if we announce the total mobilization. We have modern weapons. We have a sophisticated technology. And we have a very high moral spirit. Therefore, there is no need for that. But unfortunately, what happens on the other side is being ignored. We already have enough evidences about foreigners fighting on Armenian side. They say they are native Armenians but first, it does not make any difference, because if foreign citizen is fighting against one country against another, it is a mercenary.
Then, we do not have a 100% evidence that all of them are Armenians. We know that there are others. We know that PKK is there, we know that some terrorists from the Middle East joined the so-called “army of Nagorno-Karabakh”. Therefore, unfortunately, this issue is absolutely out of picture. So, it creates an impression of a deliberate political attack on Azerbaijan. Plus, why Armenians are also exploiting this false statement, because for them probably it is very painful to admit that we beat them on the battlefield. For 30 years, they have been pretending that they have an unbeatable army. For 30 years they were telling that they on their own occupied our territories.
Though, we know that it was wrong. So, we proved them who is who. We proved that their so-called “unbeatable army” is a legend, is a mythology. And for them to admit it is very painful. But they have already admitted their defeat. Prime minister Pashinyan sent a letter to President Putin asking for a military help. This is an admitting of their military defeat and our victory.
-What will be the difficulty for you to manage a possible victory, in the territory which populated by 98% of Armenian people?
-This territory was populated with maybe higher now. It was higher. Because all Azerbaijanis have been expelled. They committed ethnic cleansing against Azerbaijanis. It’s a statistics, soviet statistics, not our statistics. How many people of different nationalities lived in Nagorno-Karabakh autonomous district in the end of 1970s? Almost 25% of the population there were Azerbaijanis. 40 thousand people. Shusha was 98% percent inhabited by Azerbaijanis.
Today, there is no one. In Khankandi, there have been many Azerbaijanis. In Hadrut district, in other districts. Khojaly, which they committed a genocide, was 100% Azerbaijanis. So, they have been all ethnically cleansed, killed, tortured and expelled. And unfortunately, no one, no one accused Armenia of that. We did not see any sanctions on Armenia. We did not see any serious information supporting us. So, that was done and they created reality on the ground.
This is the first thing. Second thing, 200 years ago, there were no Armenians at all there. Because I many times referred to the treaties which Karabakh khan signed with Russian empire. That Kurakchay treaty of 1805, nothing is said about ethnic Armenians there.
Ethnic Armenians were brought to that region from eastern Anatolia and Persia, by Tsarist Russia in order to change religious and ethnic composition of the region. So, this is historical part. Now coming to your question. I many times said that all those who live in Nagorno-Karabakh will continue to live there in peace and dignity. Armenians are our citizens. There are thousands of Armenians who live in different parts of Azerbaijan, primarily in Baku, and those Armenians who live in Nagorno-Karabakh can be sure that their security will be provided, their financial situation will be much better. And they will live much better life than today under this suppression of the junta regime in Nagorno-Karabakh.
-Three ceasefires as already were broken. The peace talks seem not to get any result. Who is to blame for?
-Armenia. Look at their chronology. First, ceasefire was agreed in Moscow. In less than 24 hours they attacked Ganja with ballistic missiles from the territory of Armenia. It is proven. Russia, France and United States and many other countries can detect the launch of ballistic missiles. So, they know, it was launched from Armenia, and Pashinyan was lying when he said that it was not them. So, that was in less than 24 hours. They attacked at night, in a very mean way.
They attacked deliberately the residential settlement. And as a result of two attacks almost 30 people, innocent people, including children were killed. The second ceasefire was violated by them after five minutes of the announcement of that. And the third ceasefire they violated attacking Barda. So, it was not us. What were we supposed to do? Sit and wait when they are killing us? Of course, we respond and will continue to do it.
They needed ceasefire in order to continue their aggression, in order to try to regain and occupy again the territories which we have liberated. And also they wanted to create a chaos, panic in Azerbaijan by attacking civilians but they miscalculated the spirit of Azerbaijani people. Yes, we suffer from these mean attacks. We have 91 civilians so far killed, and more than 400 wounded. But this did not break our will, on the contrary, it makes us even stronger.
-What would you answer to premier Pashinyan that I met 3 weeks ago? He said that you’re here for a new genocide in Nagorno-Karabakh.
-Absolutely false. All their history is false. There is no signs of that. You know, as I said, there are thousands of Armenians living in Azerbaijan. There are no Azerbaijanis living in Armenia or in Nagorno-Karabakh. 99% of Armenian population are ethnic Armenians. Can you find any other country in our region where such a full domination of one nationality? It is a mono-ethnic republic. Why? Because either they expel everybody, or other nationalities cannot live there.
Azerbaijan is a multi-ethnic, multi-confessional country. Therefore, talking about the so-called genocide is absolutely unacceptable and this is another fake which they want to present as they always do. They always want to present themselves as the people who always suffering, always crying always needing help. And today look, he calls President Putin 5 times a day. He calls President Macron maybe less, but still. He calls everyone. He calls European leaders.
He asks for recognition of Nagorno-Karabakh not understanding that there is a unified position of European Union on territorial integrity of Azerbaijan. Therefore, he tries to use every fake method in order to get some support. Therefore, it is absolutely wrong. And as I said, and I am responsible for what I am saying, those Armenians who live in Nagorno-Karabakh can be sure that their security will be provided.
-With Italy you have a special partnership, you are our first provider of oil and gas. Are you afraid that if the war get bloodier and bloodier that partnership could be affected or not?
-I don’t think so. First, I think that the sooner the war stops the better. And we made such a suggestion. And our proposal was very constructive. I said many times during this more than one month, I can repeat once again. We are ready to stop today. If Armenian prime minister makes a committment that they will liberate the remaining part of the territories. He has not made this committment so far. When asked about compromises, he always talks about a self-determination. But self-determination is not the compromise they have to do.
Their compromise must be liberation of all occupied territories with respect to the implementation of UN Security Council resolutions, and the basic principles. Because basic principles say that five regions and then two. So, five are already done by us unilaterally. Therefore, he must say that he will pull back the troops from remaining part of Aghdam and Kalbajar and Lachin districts. But he doesn’t make this statement. So it shows that he doesn’t want the war to stop. We are ready. This is first. Second, I don’t think that it will create any complications with respect to our relations with our partners. With Italy we have a special relations.
We have signed a document which is called a Strategic Partnership document. And just before the pandemic I paid an official visit to Italy which was very successful and with very big plans I returned back home. I am sure we will implement those plans though pandemic interfered a little bit. But it is mainly non-related to energy sector. On energy track, we did I think all what we planned today. I think Italy for us is a major trading partner, because of oil supplies. And also soon we will celebrate the inauguration of TAP. Thus, Southern Gas Corridor will be completed.

RAWALPINDI, NOV 4 (DN) – Pakistan International Airlines (PIA) Chief Executive Air Marshal retired Arshad Malik paid a visit to the Rawalpindi Chamber of Commerce and Industry (RCCI) on Wednesday.
The CEO was accompanied by Chief Commercial Officer Ali Tahir, Regional Coordinator Sher Ali, and Passenger Sales Manager Waqas Malik. On this occasion President RCCI Nasir Mirza, Group. Leader Sohail Altaf, Senior Vice President Osman Ashraf, Vice President Shahraiz A Malik, former presidents, members of the executive committee and chamber members were also present.

In 2019, PIA went into gross profit for the first time in eight years. The most important challenge at the moment is the old debt of four hundred and fifty billion, for which a financial plan is being worked out. The PIA is facing serious challenges due to the Corona epidemic and licensing issue
It is the combined responsibility of all entities, including the business community, to come forward and play their due role in rescuing the national airline from crisis. The Rawalpindi Chamber’s efforts to promote trade activities and improve Pakistan’s image abroad are commendable.
PIA will also provide discounts for the convenience of Rawalpindi Chamber members. The Chamber will also be provided other incentives, including special discounts and Corporate Package for Gwadar Business Conference and exhibitions in Afghanistan.
On the occasion, Chamber President Nasir Mirza said that PIA is our national airline and also our national identity all over the world. The business community will play its part in overcoming this challenge and assured full support in this regard.

Trump falsely claimed in a speech live-streamed on both platforms that he had won the election with millions of votes still uncounted
Facebook and Twitter faced tests of the rules they announced to handle premature claims of victory in the United States election as they flagged some of President Donald Trump’s comments on the vote, which remained too close to call.
Twitter hid a Trump tweet that said “we are up BIG, but they are trying to STEAL the Election” behind a label that said it was potentially misleading and restricted users’ ability to share the post.
Facebook also added a label to the same post that said “final results may be different from initial vote counts as ballot counting will continue for days or weeks”.
But Twitter did not label a separate post in which Trump said he would make a statement and added: “A big WIN!”
“As of now we have not placed a warning on this Tweet as the language is vague and unclear about what victory is being claimed,” a Twitter spokeswoman said.
Facebook affixed a notice to the post that said “votes are still being counted. The winner of the 2020 US Presidential Election has not been projected.”
A Facebook spokesman said that following this post, it was running top-of-feed notifications on Facebook and Instagram to say votes are still being counted and a winner has not been projected. He also said Facebook had started applying automatic labels to both candidates’ posts with this information.

The video feed had no label or warning on Twitter, where it was posted by the Trump campaign and retweeted by the president.
Facebook labelled the video stream with a warning saying vote counting could continue for “days or weeks after the polls close.”
