Air Marshal Zaheer Ahmad appointed as new chief of the Air Staff


ISLAMABAD, MAR 18: The Government of Pakistan has appointed Air Marshal Zaheer Ahmad Baber Sidhu as Chief of The Air Staff, Pakistan Air Force with effect from 19 March, 2021.

Born on 16 April, 1965 Air Marshal Zaheer Ahmad Baber Sidhu was commissioned in GD (P) Branch of Pakistan Air Force in April, 1986. During his dazzling career, he has commanded a Fighter Squadron, a Flying Wing, an Operational Air Base and Regional Air Command. 

In his staff appointments, he has served as Assistant Chief of the Air Staff (OR&D), Assistant Chief of the Air Staff (Training-Officers) and Additional Secretary at Ministry of Defence.

He has also served as Director General Projects, Director General Air Force Strategic Command and Deputy Chief of Air Staff (Air Defence) at Air Headquarters Islamabad.

He is a graduate of Combat Commanders’ School, Air War College and Royal College of Defence Studies (RCDS), UK. Presently, he is serving at Air Headquarters Islamabad as Deputy Chief of the Air Staff (Administration).

In recognition of his outstanding services, he has been awarded with Tamgha-i-Imtiaz (Military), Sitara-i-Imtiaz (Military) and Hilal-i-Imtiaz (Military).

Cuba, Pakistan celebrate the 5th round of bilateral political consultations


HAVANA, MAR 18: The Deputy Minister of Foreign Affairs, Anayansi Rodríguez Camejo, and her Pakistani counterpart, the Additional Foreign Secretary for Americas, Faisal Niaz Tirmizi, agreed to evaluate as fruitful the 5th Round of Bilateral Political Consultations, which were held virtually today. Both delegations exchanged views on issues of common interest in the bilateral, regional and international agenda.

The Pakistani diplomat thanked Cuba for the solidarity and selfless assistance provided after the devastating earthquake that struck Pakistan in October 2005 and highlighted the training of more than 900 Pakistani doctors in the Island.

The Cuban Deputy Minister recognized Pakistan's historic stance condemning the economic, commercial and financial blockade imposed by the United States government against our country. The DM also thanked her Pakistani counterpart for the Nishan-i-Pakistan distinction, the highest civil order conferred by the Pakistani government, which was posthumously awarded to the historical Leader of the Cuban Revolution, Fidel Castro Ruz, in 2018, for his altruism and selfless help to the Pakistani people.

Within the framework of the Political Consultations, both delegations agreed to strengthen bilateral cooperation in various areas such as biotechnology, education, culture, sports and disaster management. Additionally, they exchanged views on the potential to jointly face Covid-19 and boost economic and commercial ties.

Both parties announced that a Cooperation Agreement will be signed between the Pakistani Foreign Service Academy and the Higher Institute of International Relations "Raúl Roa García", in order to promote contacts and cooperation in the scientific and educational fields.

The Political Consultations took place in a fraternal atmosphere, in line with the cordial and friendly relations between both nations, based on mutual respect and cooperation for the benefit of their peoples.

Pakistan Fighting Third Wave of Covid-19

Earlier on 24 February, the National Command and Operation Centre have relaxed most of the Covid-19 related restrictions, the focus was on financial concerns rather than public health. Commercial activities, schools, offices and other areas have been allowed to function in full strength. Moreover, the SOP’s were also been ignored so far, there comes notices and boards everywhere saying, “No mask No entry”, however ironically the owner of that property himself not wearing mask or following SOP’s. Also, there are Sanitization gates installed in every nook and corner, however for showcasing only, even the concept of social distancing and contact less shopping or check inns have been vanished or I should better say, never been enforced.

Besides if we talk about the vaccination,
no one at the helm had bothered to handle the issue seriously. The absurdity is, for the vaccination campaign TV Actors have been employed, rather than recognized doctors. The question is, “How a person can get medical advice from an actor”?

Moreover, am of the suggestion that, advertisements related to vaccination should be shown during peak hours. Currently, we see bombardment of advertisements during PSL matches but we don’t see a single ad on vaccination during matches. Also, data of people and the health workers, who have been vaccinated so far, is not being shared. Due to this the populace have no idea about the results and aftereffects.

Reasoning the relaxation and avoidance of rules, once again COVID-19 infections and hospitalizations in Pakistan are increasing. The decline seen over the past 2 months is clearly reversing as positivity has gone up from 3.31% to 4.16% within a week. We must remember that the pandemic is not over.

Furthermore, Pakistan's tally of coronavirus cases crossed 600,000 as infections climbed again. According to data from the country's Health Ministry, 1,353 new cases were registered in the last 24 hours, taking the caseload to 635K, with 61 more fatalities, the death toll also rose to 13,717.

Currently the third wave of Covid-19 is gripping Pakistan’s largest province, Punjab and the northern parts of the country. Seeing the situation, Pakistan health and administration authorities have imposed partial lockdown in affected areas, of which much resistance have been acknowledge by the businesses and ignorance by the public. Still people can be seen without mask, shaking hands, and violating the norm of social distancing also the standard SOP’s.

Speakers express views during a discussion titled “Community with Shared Future for Mankind”


ISLAMABAD, MAR 17: A roundtable discussion on, “Community with Shared Future for Mankind” was organized at the Area Study Centre (Russia, China & Central Asia), University of Peshawar. This round table discussion was jointly organized by Area Study Centre (Russia, China & Central Asia), University of Peshawar and Pakistan Research Center for a Community with Shared Future, Communication University of China, Beijing, China.

The session commenced with the opening remarks of Prof. Deqiang Ji, Vice Dean, Institute for a Community with Shared Future, Communication University of China, Beijing, China. He joined the round table discussion virtually from China.

Speakers express views during a discussion titled “Community with Shared Future for Mankind”

He highlighted that this is a very timely initiative by the institutions keeping in view the importance of consensus-building and interaction at the global and regional level. This is particularly important in the post-covid-19 era.

A community with a shared future for mankind is a new proposal for responding to the unprecedented global crisis and building a sustainable and inclusive community for all. Win-win collaboration and mutual respect are also a central part of this proposal.

The International academic network including the Pakistan Research Center for a Community with Shared future and other centers will work closely to promote this idea to a bigger international audience. This will contribute to the global dialogue for a shared future for mankind.

Prof. Dr. Shabir Ahmed, Director, Area Study Center (Russia, China & Central Asia), University of Peshawar discussed that China believes that unity and diversity can only be adopted and promoted by dialogue on equal footing, mutual learning, and common prosperity.

This concept developed by China envisions a more fair, safe, and prosperous world in which China sees itself as the sincere builder of world peace and an important contributor to regional and global development, and a reliable reformer of international order.

He also emphasized that a lot of countries are now partnering with China as it has a clear aim of shared prosperity. Furthermore, China is expected to play a more active and responsible role in leading enhanced global governance and exploring new models of cooperation for world development.

This concept is based on traditional Chinese wisdom and philosophy regarding the relationship between diversity, unity, order, chaos, nature, and humanity.

Prof. Dr. Zahid Anwar, Director, China Study Centre, University of Peshawar, discussed that the foreign policy of China is based on five basic principles including peaceful co-existence that provides the foundation of building a community with a shared and prosperous future for mankind.

China has introduced a win-win model for the global community in this century in the shape of the Belt and Road initiative. It is against none and all-inclusive. China also believes that no nation can solve its issues by living in isolation.

He further mentioned that the COVID-19 outbreak has dragged the human race into a fierce war with a highly infectious disease on a global scale. In these testing times, looking out for each other has written a new chapter of building a global community with a shared future. This intends to create an open and inclusive world with intensified civilization and cultural exchanges. He also mentioned that this idea also represents a green, clean and beautiful world of mutual respect and prosperity.

Dr. Zarmina Baluch, Lecturer, Department of Political Science, Islamia College University Peshawar and Member Board of Experts, CGSS highlighted that we are living in a contemporary capitalist world surrounded by globalization, power politics, proxy wars, and interstate aggression. What the world needs today are conflict management and mutual interaction. Hence, building peace is required. The themes of dialogue of civilization and building a community of shared future for mankind present an opportunity to share ideas and learn from each other. This contributes to the collective wisdom for the development of universal civilization.

President Xi is the only contemporary global leader who has proposed and uplifted the idea of a community with a shared future. Furthermore, the Chinese nation also holds such beliefs as, “peace is most precious”, “harmony without uniformity” and “universal love and non-aggression”.

Dr. Shafi Afridi, Assistant Professor, Area Study Centre (Russia, China & Central Asia), University of Peshawar discussed the origin of the idea of a community with a shared future. He explained that this idea was first highlighted by Hu Jintao, General Secretary of the Chinese Communist Party in 2007. The key idea behind this concept was to understand that mankind has only one earth to live on, and therefore countries have only one world to share.

China’s solution to many significant global problems is to build a community with a shared future for mankind and to help the changing the unipolar international order and system. The Chinese leadership aims to employ this concept of interpretation of international relations with the hope to improve global governance. In August 2018, China’s renowned diplomat, Yang Jeichi wrote that Community with a Shared Future for mankind is the overall goal of China’s foreign affairs in the new era and requires a new type of international relations.

Dr. Muhammad Ali Dinakhel, Research Associate, Area Study Center (Russia, China & Central Asia), University of Peshawar highlighted the cultural aspect of the idea of a community with a shared future for mankind. He highlighted that this concept is a symbolic slogan and a diplomatic concept. This concept is the Chinese wisdom to enlighten the world. China has begun to play a leading role in improving global governance by contributing Chinese solutions and wisdom.

He further highlighted that building a community with a shared future for mankind is one of the core concepts and basic policies guiding Chinese diplomacy in the new era. It marks the beginning of China’s global activism. This notion reflects China’s evolving strategic thinking and changed the perception of its international status.

Prof. Dr. Hamid Khan, Qurtuba University, Peshawar discussed that the basic idea is that the vision is going to be a win-win situation for mankind. It is utopian thinking to make this world a paradise a place where all rights are ensured and people enjoy the benefits of any vision or ideology.

He highlighted that as a student and researcher of literature we are concerned with the human conditions and to what extent a particular system can help in alleviating the living conditions of humans. China has played a magnificent role in this regard. He highlighted that the idea of a global government requires good thinking, actions, and intentions. China has put forward this model that displays humanity, community, and global prosperity.

Ms. Laraib Farhat, student of International Relations, University of Peshawar highlighted that the concept of a community with a shared future for mankind is a flagship vision of China that advocates solutions to many global challenges such as global public health, gender inequality, climate change, and many other problems faced by the global community.

She also mentioned that this concept is all about rejecting the cold war mentality and power politics. It presents an idea of moving towards a new approach that is developing state-to-state relationships with the help of communication and dialogue. It believes in avoiding confrontation and promoting partnerships and alliances.

In his closing remarks, Prof. Dr. Shabir Ahmed, Director, Area Study Center (Russia, China & Central Asia), University of Peshawar mentioned that the foreign policy of China is based on peace. Pakistan and China are already exploring many avenues of cooperation and now it is up to Pakistan that how we explore benefit from more opportunities under the community with a shared future for mankind specifically in academics and research.

The roundtable discussion was attended by 30 participants including members of the academic community and students of International relations and related fields.

Provincial bureaucrats up in arms against centre’s move


ISLAMABAD, MAR 16: The association of provincial bureaucrats has rejected the federal government’s decision to increase by three times the number of federal bureaucrats on provincial posts and vowed to challenge the decision in high courts.

The strong reaction by the All Pakistan Provincial Civil Services Association (APPCSA) has forced Special Secretary to the Prime Minister on Establishment Shehzad Arbab to issue a statement in a bid to ease the tension between the provincial and federal bureaucracies.

On March 12, the Establishment Division amended Rule 17 of the Civil Service of Pakistan (Compo­sition and Cadre) Rules, 1954, and changed the composition of the provincial bureaucracy. According to the amendment, the number of federal bureaucrats on provincial posts increased from 299 to 1,121.

Explaining the changes in the cadre schedule of the Pakistan Administrative Service (PAS), Mr Arbab stated that they were made keeping in view the unwieldy cadre strength of the service. He said it was an attempt to rationalise the cadre strength in line with available officers.

Decision to increase number of federal bureaucrats on provincial posts rejected

Talking to Dawn, APPCSA spokesperson Tariq Mehmood Awan said that the association had rejected the so-called reforms and termed them encroachment upon the right of the provincial bureaucracy.

Naveed Shehzad Mirza, deputy commissioner of Hafizabad, and the incumbent president of the Punjab Management Service Officers Association, said this amendment was made in violation of Article 240 of the Constitution which deals with the bureaucracy.

In reply to a question about reforms that allowed absorption of provincial officers in the federal bureaucracy, Mr Mirza described the Establishment Division’s offer to provincial bureaucrats as a lollypop. He pointed out that after absorption the provincial officer would be at the bottom in the seniority list of the federal bureaucracy. Moreover, he said, an officer from Punjab could be posted to Balochistan under these arrangements.

A joint declaration issued by the presidents of the Management Ser­vices Officers Association of Punjab, Khyber Pakhtunkhwa and Balochis­tan, Naveed Shahzad Mirza, Farha­tullah Marwat and Tariq Ramzan, respectively, denounced the notification of the Establishment Division.

The joint declaration states that the Pakistan Administrative Service (PAS/Ex CSP) has earmarked for itself a huge number of provincial posts. “By doing so, they have usurped the authority of the provincial assemblies vested in the Provincial Assemblies under Article 240(b) of the Constitution and have illegally enhanced the reservation of provincial posts for themselves from 299 to 1,121.

Post-sharing formula

In 1993, Mr Arbab said, a post-sharing formula was decided between the federation and the provinces and the percentages therein were applied to full cadre strength of the provinces. This application of percentages to total number of posts intimated by the provinces took the sanctioned seats of PAS to almost 1,739 in the provinces. However, the actual number of officers available for posting to provinces was not sufficient and there was a persistent shortage of PAS officers in provinces.

To overcome these shortages, an exercise was started in 2019 to identify the posts where PAS officers had not been posted historically, but such posts were being used for calculation of cadre strength of PAS. After identification of such posts, in consultation with provinces, it was decided that these posts should be subtracted for the purpose of application of percentages under the 1993 formula.

After deduction of a number of seats, where PAS officers were never posted, the post-sharing formula was applied to the remaining seats. This brought down the cadre strength of posts in provinces to 1061 from 1739 in BS-17 to BS-20.

According to Mr Arbab, this rationalisation of cadre strength will serve two purposes. On the one hand, it will reduce the shortages of PAS officers in provinces, while on the other hand, it has given the provinces a leverage of 678 posts which can be utilised for promotions of Provincial Services Officers.

Further, in addition to above 678 seats, the federal government has decided to induct 51 BS-19 officers of Provincial Management Services and Provincial Civil Services into Pakistan Administrative Service against the cadre strength of Service in Federal Secretariat.

Govt asks ECP members to resign after 'losing confidence of the people'


ISLAMABAD, MAR 16: The government on Monday called upon the members of the Election Commission of Pakistan (ECP) to resign, saying the body had "completely failed" in making this month's Senate elections transparent.

Addressing a press conference in Islamabad, federal education minister Shafqat Mehmood said despite evidence of horse-trading, the ECP had failed to ensure the Senate polls were held transparently, with the result that all political parties were unhappy with the commission.

In such a scenario, "there is no option other than the Election Commission cannot continue functioning in its current state. ECP [members] should resign en masse," said Mehmood, who was accompanied by Information Minister Shibli Faraz and Science and Technology Minister Fawad Chaudhry.

"Everybody is criticising [the ECP]. Is there anyone who's saying the election was conducted properly?" the minister asked. He said this reinforced Prime Minister Imran Khan's stance that a manner should be adopted to end the buying and selling of votes in order to make the elections transparent.

He said the premier had always advocated for the use of open ballot in the Senate elections, while the PTI was the only party that took action against its members who had allegedly sold their votes in the 2018 polls for the upper house.

Ahead of the 2021 Senate elections, he said, the government introduced a constitutional amendment bill and filed a reference in the Supreme Court seeking advice on open ballot. "The Supreme Court decision was exactly in accordance with the situation. They said a constitutional amendment is necessary to change the mode of voting," he added.

But Mehmood said the SC had also stated that it was the ECP's responsibility to conduct free and fair elections that were not marred by corruption.

He recalled that the PTI subsequently approached the ECP with a request that it make ballots traceable while maintaining their secrecy in light of the SC decision. "But sadly it was rejected [and] a committee was formed to take the measure in future elections," he said.

According to the minister, it was due to the ECP's lack of action that "corrupt practices" took place in the election on the Senate general seat from Islamabad — which opposition candidate Yousuf Raza Gilani won despite the government having a majority in the National Assembly.

'Neutral umpire'

Mehmood said all political parties, including the ruling PTI, had lost confidence in the ECP.

He emphasised that the current ECP could not continue if the political parties and people of the country did not have confidence in it or saw its decisions with suspicion. After the current members' resignation, he said, new ECP members should be appointed under whom the commission would conduct transparent elections.

"We want the ECP to play the role of a neutral umpire, which it is not doing," he said, adding that although the Supreme Court had given an "opportunity" to the ECP which it could have utilised and taken measures to make the Senate polls fair, the body did not do so and "hurt our democracy".

"Therefore, the chief election commissioner and his members should resign [...] so that the parliament gets the chance to form a new ECP which everyone trusts."

Answering a question, Mehmood said the demand for resignation was a "political response", and the government had no intention of filing a reference in this regard.

The ECP and the PTI-led government have been on a collision course since before the Senate elections, after the commission decided to hold the March 3 polls through secret ballot due to what it called "time constraints".

After key PTI candidate Hafeez Shaikh suffered defeat in the election, Prime Minister Imran Khan in a televised address to the nation accused the ECP of "damaging democracy" and criticised the body over use of secret ballot for polling.

Responding to the premier, the ECP chided the PTI for being upset over the election result and asked the party's leadership to stop mudslinging against institutions and accept its defeat.

However, the government upped the ante against the commission, with members of the prime minister’s cabinet saying at a press conference that the ECP should not be “saddened” but “ashamed” at having allegedly failed to hold fair and transparent Senate elections.

EXCLUSIVE FOR PCB: A quick change needed in Pakistan Cricket Board's policy

The bright future of Pakistan Cricket rely on correct and well designed policies of Pakistan Cricket Board (PCB).

Policymaking has high importance not only in Cricket but also in other departments of life/organization's as well.

We all know that Pakistani players are highly talented and they have got all the shots in their book, as well as we produced the cricket legends in the past but despite all of these amazing facts Pakistan Cricket unable to match the Challenges as compared with other cricketing nation's.

Pakistan Cricket Board since it was established officially we saw they have made many decisions for the betterment of Pakistan Cricket but they were less effective therefore Pakistan Cricket despite having all the talent and skills Pakistan Cricket team not been able to occupy a position in the top 3.

No doubt, Pakistan has won many international tournaments including the world cup of 1992.

Players of Pakistani cricket team when they play against any opponent at their home ground, we see that almost every player hitting hundreds and fifties and they give a tough time to all foreign team's.

But when the Pakistani team travel to Australia, England, South Africa and anyway outside the country for playing matches we see that they struggling hard especially their batting department face hardships due to the super fast and bouncy tracks of those countries as compared with Pitches in Pakistan because Pakistani tracks have no bounce, no off the pitch movement and also, they are slow wickets so the ball after pitching comes just up to the knee height or a little bit higher which makes the batsman easier to play their shots, therefore Pakistani players play well in Pakistan.

The reason is obvious that Pakistani players are less familiar with Pitches of other countries.

To fix this problem of Pakistani players PCB had appointed many foreign coaches in the past but we did not see any major improvement in Pakistan batting when they perform outside the country.

And perhaps due to no change in PCB's policy, we are not been able to find a proper opening pair after Saeed Anwar and Aamir Sohail.

Pakistan Cricket Board needs a big change in its policy:

Decades old problem, As I mentioned earlier that Pakistani players are not familiar with Pitches of other countries.

What change PCB needs to bring? 

Pakistan Cricket Board needs to contact the officials of all cricketing countries like Australia, England, South Africa, Sri Lanka and other countries.

Pakistan Cricket Board have to purchase the "MUD" and other material from Australia. Similarly purchase MUD from England, South Africa separately from each different country.

Pakistan Cricket Board must have to buy mud and relevant material from Australia to prepare a pitch in National Stadium Karachi.

PCB must have to purchase MUD from South Africa and prepare Pitch by using S.A mud in Gaddafi Stadium Lahore.

PCB needs to buy mud from England for preparing pitch in Rawalpindi Cricket Stadium.

Concluding Remarks for PCB:

Pakistan Cricket Board needs to prepare alive, fast and bouncy pitches in every major city of Pakistan.

PCB can do this by purchasing mud and other materials from different countries and then import these materials to Pakistan thru any airline and I feel, for PCB this will not difficult as the world has become a global village now a days.

For example, First, you can choose Gaddafi Stadium Lahore and destroy the old pitch and use mud which was purchased from Australia to prepare Pitch right from the beginning.

Then pick another city like National Stadium Karachi and repeat the same formula using mud purchased from England to prepare Pitch right from the beginning.

PCB have to say goodbye to the dead wickets of Pakistan instead needs alive, fast and bouncy wickets in Pakistan to make players of national cricket team familiar with playing on foreign pitches in Pakistan.

If PCB provides foreign wickets to players of national cricket team in Pakistan so then it will make Pakistan players familiar with playing on fast, bouncy tracks so as a result when players will travel to any country outside Pakistan, those countries will become home ground for Pakistani players due to playing on those wickets in Pakistan.

This is how we shall resolve the trouble that Pakistani players face while playing in Australia, England, South Africa and other countries.

What Pakistan Super League (PSL) can provide to us?

No doubt.. PSL is the major brand of Pakistan that has been gaining popularity with passing each and every year.

Lots of players we have been watching coming form PSL and in the coming days PSL will certainly produce for us more talented players and later on, these players will join Pakistan National Team but it is very hard to say that these PSL players will perform well with consistency outside Pakistan too.

PSL is an excellent platform and working well for Pakistan but it is not the solution of decades old problems of Pakistan Cricket.

Therefore, PCB needs to pay high attention to this article to take immediate steps to implement this formula that I highlighted above as soon as possible for the betterment of Pakistan Cricket for the long run.

250,000 Ukrainians sign up for COVID-19 vaccination waiting list


KYIV, MAR 15: Over 247,000 Ukrainians have signed up for the COVID-19 vaccination waiting list.

This is reported by the Ukrainian Health Ministry on March 14, 2021.

"As of March 13, 2021, as many as 247,556 people had signed up for the vaccination waiting list against COVID-19," it said.

Since the beginning of the vaccination campaign, 51,137 people have been vaccinated.

Vaccination in Ukraine

On February 24, 2021, Ukraine launched a nationwide COVID-19 vaccination campaign. Doctors who treat COVID-19 patients, ambulance teams, laboratory personal involved in COVID-19 testing, residents and staff of nursing homes, as well as military personnel in the Joint Forces Operation (JFO) zone in Donbas are to be vaccinated at the first phase.

Today, the vaccination campaign is underway in Ukraine with CoviShield (AstraZeneca), a recombinant vector vaccine produced under license at Serum Institute of India. Two shots with an interval of 28 days are required for complete immunization.
