82% consumers want to know how eCommerce site will protect personal data before paying online: Visa-Daraz survey

- Eight in 10 consumers (82%) want to know how their personal information will be protected before sharing it with a merchant.

- One in three consumers struggle with identifying a scam

- Security of merchant sites emerged as the top reason consumers would choose to pay online with their cards rather than Cash on Delivery (COD).

Karachi, AUG 23: Seventy-six percent of consumers said security of payment facility offered on a merchant website was the top reason they would choose to pay online with their cards rather than Cash on Delivery (COD), according to the 2022 Stay Secure survey launched today by Visa and Daraz. Guarantees their payment data would be protected (maintaining privacy) was second (63% of consumers) while price of goods or services was not the most important aspect (13%) for choosing payment option.

The same trend was also observed in-store, wherein consumers ranked security of merchant’s payment facility (63%) as the topmost factor when considering digital payment options to pay for goods and services, followed by guarantees and return policies (44%) and convenience and speed (43%).  Three out of four consumers surveyed have made a digital payment in the last month, and nearly half of respondents are using more digital payments in stores - especially contactless - and online since the onset of Covid-19.

Majority of consumers (85%) said they would switch stores or online shopping sites and apps, based on the payment methods offered, with most consumers indicating a strong preference for digital payments over cash.  The survey found that 42% of consumers prefer using cash for tipping at hotels, restaurants or tourist locations and utilities.

And while majority of consumers (75%) say they are confident about recognizing a fraud or scam, a third surveyed in Pakistan still struggle in this area.

Data privacy and security is critical for consumers: What merchants can do

A majority (82%) of respondents want to know how their personal information will be handled and protected before providing it to an eCommerce site. Additionally, three in four (75%) stated that they would like to know how security technology works to be able to trust digital payment methods in general, reinforcing the importance of consumer education by payment industry stakeholders – financial institutions, payments companies and governments, to build consumer trust in digital payments.

Based on the survey findings, merchants can take the following steps to increase consumer trust and improve payment experience: disclosing measures to protect consumers' personal information, providing clear information about guarantees and refund options, and displaying logos/symbols of banking and payment partners.

Neil Fernandes, Visa's Head of Risk for Middle East and North Africa, commented: “That consumers value security and privacy more than price and transparency when it comes to how their personal data is handled are important insights for merchants looking to build and maintain consumer trust in their payment offerings. And the fact that a third of consumers are still unable to identify a potential fraud reinforces the need for all players in the payments ecosystem to continue to work together to ensure consumers are protected. Now in its seventh year, our Stay Secure campaign continues to be an important platform for Visa and our partners to help educate consumers about payment security and support merchants in meeting the increasing need for secure, seamless digital payments both in-store and online.”

Ehsan Saya, Managing Director - Daraz (Alibaba Group) said: “As more people begin to feel comfortable shopping online, privacy and security of their data remains a primary deterrent. The Stay Secure initiative helps counter this issue by educating merchants on how to implement a safe and customer friendly online payment system, and the customers on how to keep themselves secure when shopping online. The campaign will also help show consumers how to identify potential frauds. In order for financial inclusion to grow in Pakistan, it is imperrative customers understand the benefits of digital payments and how to keep themselves safe when transacting online and offline."

Consumers are inclined to shop at stores and sites that offer multiple payment options

BNPL:

Around two thirds of (70%) consumers are familiar with BNPL (Buy Now Pay Later).

An average of 65% said they would be likely to switch stores or online shopping sites or apps that offered a BNPL option, demonstrating the growing popularity of BNPL and the need for more retailers to consider offering new financing options.

The survey corresponds with the launch of Visa's seventh annual "Stay Secure" social media campaign on Facebook and Instagram (@VisaMiddleEast, @darazpk) in partnership with Daraz. The campaign reinforces safe digital payment practices and reminds consumers on how they can protect personal data even as they enjoy the benefits and convenience of eCommerce and contactless payments.  The Pakistan Stay Secure webpage also includes fraud prevention tips for consumers and information on security features of digital payments.

SC voids Hamza election, Elahi is new CM

• President administers oath to Elahi after refusal by Punjab governor
• All actions taken by outgoing CM are of no legal effect

ISLAMABAD, JUL 27: In a decision that was awaited with bated breath by political observers, the media and all the parties involved, the Supreme Court late on Tuesday declared Chaudhry Parvez Elahi as the duly elected chief minister of Punjab for securing 186 votes against the 179 of his opponent, PML-N’s Hamza Shehbaz, in the July 22 run-off poll for the coveted office of the province.

Later, in the small hours of Wednesday morning, President Dr Arif Alvi administered the oath to CM-designate Elahi at Aiwan-i-Sadr in Islamabad. Mr Elahi had to rush from Lahore to the federal capital after Punjab Governor Balighur Rehman refused to carry out the job.

Earlier when the short order was pronounced by Chief Justice of Pakistan (CJP) Umar Ata Bandial, Moonis Elahi, a son of the petitioner Parvez Elahi, was surrounded by PTI and PML-Q supporters and lawyers in courtroom No 1 to congratulate him. PTI senior leaders, including Shah Mahmood Qureshi, Asad Umar, Fawad Chaudhry, also accompanied former minister Moonis.

The CJP-led three-judge bench, also comprising Justice Ijazul Ahsan and Justice Munib Akhtar, announced the judgement in the absence of counsel for the respondent ruling coalition parties, who had during the proceedings earlier in the day informed the court that on the instructions of their clients, they were boycotting the hearing. Their clients intended to move a review petition against the court’s Monday decision of declining their request for a full court to hear Mr Elahi’s petition against the rejection of 10 votes of PML-Q lawmakers polled in his favour during the CM’s election in the Punjab Assembly on July 22.

Soon after the verdict was announced, a jubilant crowd carrying PTI flags present outside the Supreme Court on the Constitution Avenue as well as a number of supporters on the premises burst into cheers and sloganeering. Despite a heavy police contingent blocking the roads leading to the apex court building, a large number of supporters managed to reach the venue, and those who could not make it started celebrating at different police pickets on the way.

Announced around 9pm on Tuesday, the short order also set aside the July 22 ruling of Punjab Assembly Deputy Speaker Dost Mohammad Mazari and declared it void, without lawful authority and of no legal effect. Earlier, the hearing had commenced at 11:30am and continued until 9:15pm with two breaks.

Authored by the CJP, the short order also ordered the Punjab chief secretary to immediately issue the requisite notification declaring the petitioner as the duly elected CM. It added that Hamza Shehbaz was not a duly elected CM, the oath of office administered to him was without lawful authority and of no legal effect.

Moreover, all acts, deeds and things attendant and consequent upon the oath, including but not limited to the notification of Hamza and the formation and swearing-in of the cabinet on his advice, was also declared to be without lawful authority and of no legal effect.

Similarly, all advisers, special advisers and special assistants appointed under the orders or advice of Hamza would immediately cease to hold office, their appointment declared illegal and without lawful authority and the ministers appointed on his advice were relieved of their offices/posts with immediate effect, the 11-page order stated.

The Supreme Court also directed Punjab Governor Balighur Rehman to administer the oath of office to Parvez Elahi in accordance with law and Constitution not later than 11:30pm on Tuesday. And in case the governor was unable or unwilling to do so, President Alvi could carry out the job. The order added that all acts, deeds and things lawfully done or purported to be done by Hamza, or any member of the provincial cabinet, in accordance with the Constitution and law had been saved and protected under the de facto doctrine, subject to all just and legal exceptions and such review, modification, reversal or withdrawal as may be deemed appropriate by the incoming chief minister and any member of the cabinet or other officer appointed by him.

The short order also mentioned that the sole question of public importance with reference to enforcement of fundamental rights involved in the petition was whether the understanding and implementation of the SC’s May 17 short judgement in the presidential reference read with Article 63A(1)(b) was correct.

“We find that the understanding and implementation of the said short judgement as well as the provisions of Article 63A(1)(b) of the Constitution by the Punjab Assembly deputy speaker was patently incorrect and erroneous and cannot be sustained. Thus, the governance of the Punjab in accordance with the Constitution was subverted whereby the fundamental rights of the people have been seriously infringed,” it added.

The court office was also asked to communicate/transmit a copy of the short order to the Punjab governor, assembly deputy speaker as well as chief secretary for implementation and compliance. It also mentioned the objection raised by the ruling parties’ counsel to hearing of the petition by the three-judge bench, and sought referral to the full court, which the bench had declined on Monday.

The respondents’ counsel also laid out their case on the merits of the dispute, which essentially concerned a question of law touching the formation of the provincial government allegedly in violation of the provisions of the Constitution, in particular Article 63A read with Article 130(4), the short order stated.

Although elaborate submissions were made on Monday, the respondents’ counsel requested for further time to make additional submissions and seek instructions, it added.

During the hearing, Parvez Elahi was represented by Barrister Syed Ali Zafar, Imtiaz Rashid Siddiqui and Faisal Fareed etc. Whereas Irfan Qadir appeared on behalf of the deputy speaker, Mansoor Usman Awan represented Hamza Shehbaz, Farooq H Naek PPPP and Salahuddin Ahmed Chaudhry Shujaat Hussain.

Munaza Kazmi

Gilgit-Baltistan is, perhaps, the most spectacular region of Pakistan in terms of its geography and scenic beauty. Moreover, it is strategically close to the heart of Central Asia and is the hub of the world’s greatest mountain ranges. The Karakoram, The Himalaya, The Hindukush, and The Pamir radiate out from this center like spokes on a wheel.

This array of mountains has carefully guarded Pakistan’s frontiers with China, India, Afghanistan and across the narrow Wakhan corridor. Rich in history, culture and natural beauty the area has been visited for centuries by travelers; both modern day tourists and ancient travelers from the Silk Road. It also remained for many years a focal point of political and military rivalries amongst the Russian, British and Chinese empires.

This I found very remarkable!

During my visit I learned about “Karighar” a CSR project of Serena Hotel, a vocational center that established back in the year 2016, has been making a significant contribution to provide entrepreneurship training to various segments of communities mainly women in Gilgit-Baltistan region of Pakistan, for a sustainable growth and quality of life.

On my visit I found Karigharan economic lift-up, empowering the community in this remote region to supplement the household income by providing them with education and training related to bee-farming, besides stitching and embroidery.

This is not just a hotel but a value chain, however, after visiting Gilgit Serena Hotel, where hospitality is culture and tradition, I understood why it has been said.

‘Repeat of Sindh House’: Imran says PTI MPAs being offered Rs500m to switch loyalties

ISLAMABAD, JUL 20: PTI Chairman Imran Khan on Wednesday alleged that PPP Co-chairperson Asif Ali Zardari was behind a plot to bribe his party’s MPAs into switching loyalties ahead of the upcoming chief minister’s elections.

“Today Lahore is seeing a repeat of the Sindh House horse trading that happened in Islamabad with up to Rs500m being offered to buy MPAs. The main architect behind this is Asif Zardari who gets NRO (national reconciliation ordinance) for his corruption and purchases people with looted wealth. He should be jailed,” the former prime minister tweeted.

Imran said that attempts to purchase MPA loyalties were not only an attack on democracy, but also on society’s moral fabric.

“Had SC (Supreme Court) taken action & debarred these turncoats for life it would have acted as a deterrent. Don’t handlers of US regime change conspiracy’s imported govt realise severe damage being done to the nation?” he questioned.

Imran’s claim followed similar allegations made a day earlier by other PTI leaders, who said the party’s MPAs were being threatened and pressurised by the government through intelligence agencies and police to ‘manipulate’ the voting.

Meanwhile, PTI leader Shahbaz Gill alleged today that an MPA of the party was “bought” by Zardari and the PML-N for Rs250m.

He said that on Imran’s instructions, a protest has been called at Lahore’s Liberty Chowk today against the alleged horse trading.

Meanwhile, addressing a press conference in Islamabad, PTI Vice President Fawad Chaudhry alleged that a party MPA from Rahim Yar Khan, Masood Majeed, had fled to Turkey after being bribed with Rs400m. He accused Zardari of being behind the ploy.

Chaudhry said that three more MPAs had submitted their affidavits to the apex court, explaining how they were offered bribes. He also accused PML-N leader Attaullah Tarar of being involved in the alleged attempt to bribe PTI MPAs.

“We don’t know how many MPAs have been approached. No person who is involved in such tactics will ever be forgiven by people. This habit of sticking to power should now end.”
