WB approves US$300 mln loan to Ukraine to help protect low-income families

WB approves US$300 mln loan to Ukraine to help protect low-income families

KYIV, DEC 12 - The World Bank’s Board of Executive Directors has approved a loan to Ukraine in the amount of US$300 million for the Second Additional Financing for COVID-19 Response under the Social Safety Nets Modernization Project.

“This additional financing will help strengthen Ukraine’s Guaranteed Minimum Income Program (GMI) to prevent around 1 million Ukrainians from falling into poverty due to the COVID-19 pandemic,” the World Bank said in a press release on December 11, 2020.

It is the second Additional Financing under this Project, after US$150 million were approved on April 30, 2020, it said.

World Bank projections show that, due to the COVID-19 epidemic, poverty in Ukraine could increase by 4%, reaching around 23% by the end of 2020. The new funds will help finance Ukraine’s COVID-19 social protection emergency response by introducing fast cash transfers to individuals and households who have lost their jobs or income sources because of the pandemic. Poor households will receive benefits through the country’s GMI Program.

What is more, the loan also supports scaling up Ukraine’s social protection over the next years. According to World Bank estimates, 60% of the Ukrainians who may fall into poverty because of the COVID-19 outbreak do not currently benefit from any existing social protection program.

Weekend quarantine not to be extended in Ukraine: PM Shmyhal

Weekend quarantine not to be extended in Ukraine: PM Shmyhal

The official says the enhanced measures have somewhat stabilized the situation

Ukrainian Prime Minister Denys Shmyhal says his government will not extend the weekend quarantine. “We may state a positive effect has been achieved. By the end of the weekend quarantine, November 30, we had 6,000 fewer cases over the previous week than was predicted,” he said at a government meeting on Wednesday, an UNIAN correspondent reported.

According to Shmyhal, the enhanced measures of the weekend quarantine have somewhat stabilized the situation and we see “the curve being flattened in terms of bed occupancy in hospitals.”

“This allows us to lift these very restrictions. Both on the weekend and during the week, the orange zone curbs will be applicable throughout the country,” the prime minister added.

Quarantine in Ukraine

  • On November 11, the Cabinet of Ministers decided to introduce the so-called weekend quarantine starting from November 14.
  • The government repealed the adaptive quarantine system and imposed a nationwide quarantine with curbs for all territories that were in effect in the previous version of the coronavirus quarantine in zones with the orange risk level.
  • On November 17, the Verkhovna Rada, Ukraine’s parliament, did not back a draft resolution recommending that the Ukrainian government soften the restrictions imposed along with the so-called weekend quarantine.
  • On November 25, the Cabinet admitted a strict quarantine might be introduced for the period of New Year’s holidays.

Full lockdown in Ukraine possible from Dec 20

Full lockdown in Ukraine possible from Dec 20

KYIV, NOV 2020 - Ukraine's government and the Office of the President are considering two options for introducing a new COVID-19 lockdown during the upcoming New Year holidays.

This is reported by the media outlet Suspilne with reference to sources close to the talks.

Which of the two scenarios will ultimately be chosen depends on the pace at which COVID-19 spreads and on how the healthcare sector copes with coronavirus patients.

"The option of imposing a lockdown is indeed under discussion at the Cabinet of Ministers and the President's Office now. So far, two options are being considered, depending on morbidity statistics. The optimistic version is a lockdown for three weeks after New Year, just for the period of the holidays," the source said.

However, if the number of new coronavirus cases continues to grow, the lockdown may be introduced as early as December 20, and then it will cover the entire New Year holidays.

The average rate occupancy in hospitals in Ukraine fluctuates within 50% now, but if it hits 80%, the healthcare system may collapse.

"And then what [Health Minister Maksym] Stepanov said will come: prioritizing [COVID-19 patients] for hospitalization and a healthcare collapse. Lockdown options are still being analyzed, perhaps transport services will not stop," a source at the President's Office said.

Weekend quarantine

On November 11, the Cabinet decided to introduce weekend quarantine in the country from November 14 to 30. It is enforced from 00:00 Saturday to 00:00 Monday.

In particular, on weekends, along with restrictions provided for on weekdays, bans have been imposed on cafes and restaurants (except takeaway), shopping malls and entertainment facilities, fitness centers, and the like. Grocery stores, pharmacies, veterinary pharmacies, post offices, medical facilities, and gas stations shall remain open.

Minister of Culture and Information Policy Oleksandr Tkachenko proposes a two-week lockdown for the period of the New Year holidays and a ban on mass Christmas and New Year events.
