Experts discuss emerging socioeconomic, political scenario of Central and South Asia


Developmental strategies of President Mirziyoyev and Prime Minister Imran Khan to foster regional connectivity

ISLAMABAD, FEB 25: A Roundtable discussion "State and Prospects for the Development of Cooperation between Uzbekistan and Pakistan’’ was held between the delegation of scholars from Uzbekistan and Pakistan. The event was organized by Center for Global & Strategic Studies (CGSS), Islamabad.

The discussion commenced with the welcome address by Lieutenant General Aamer Riaz, HI (M), (Retd), President, Center for Global & Strategic Studies (CGSS), Islamabad.

He welcomed the delegation of experts from Uzbekistan and all the worthy speaker. He shed light on the emerging socioeconomic and political scenario of Central and South Asia.

He stated that peace in Afghanistan is crucial for economic expansion. He also enlightened the audience about the prospects of cooperation between Pakistan and Uzbekistan.

Ambassador Doniyor Kmuqurbanov, Director, Information and Analytical Center for International Relations, Uzbekistan shared his keynote remarks. He thanked Center for Global & Strategic Studies (CGSS) for organizing the discussion on significant theme.

He stated that Pakistan and Uzbekistan relationship has been touching new heights due to cooperation in number of fields. He discussed developmental strategies of President Mirziyoyev and Prime Minister Imran Khan to foster regional connectivity.

While enlightening the audience, Ambassador Doniyor also expressed his desire to enhance coordination with Pakistan’s institutions, especially CGSS.

The theme of the first session was ‘’Strengthening trade and economic ties between Uzbekistan and Pakistan’’.

Prof. Dr. Shabbir Ahmed Khan, Director, Area Study Center (Russia, China, and Central Asia), University of Peshawar, Peshawar shared his expert opinion while highlighting significance of economic expansion between Pakistan and Uzbekistan vis-à-vis enhancing tourism.

He stated that it is essential to increase trade and production in textile, leather and other areas between both countries. Prof. Shabbir suggested that direct flights must be revive between both countries.

It is imperative to provide an impetus to foster economic cooperation via logistic corridor, i.e., Khyber-Pass Economic Corridor. For this, peace in Afghanistan is necessary. He stated that chambers from both countries must be taken on board.

Dr. Anvar Kobilov, Head of the sector in Center for Economic Research and Reforms under the Administration of the President of the Republic of Uzbekistan stated that trade cooperation between Pakistan and Uzbekistan has increased by five times in the last five years.

In 2021, trade turnover remained $181million. He enlightened the audience that 71 MOUs have been signed in different areas, which are significant to solidify joint relations.

Dr. Anvar also proposed future prospects for joint ventures between Pakistan and Uzbekistan while highlighting existing potential.

The theme of the second session was Enhancing connection of Central and South Asian regions: Vision of Uzbekistan and Pakistan.

Mr. Ashfaq Ahmed Gondal, Former Federal Secretary of Information and Broadcasting stated that connectivity is a cornerstone for enhancing coordination.

He stated that Mizar-e-Sharif Kabul Peshawar rail project is significant for economic expansion and build relations at higher level. Mr Ashfaq also shed light on the grand concept of Central-South Asia regional connectivity. 

He stated that strengthening people-to-people contacts are necessary to revive centuries old ties and spiritual legacy between Central-South Asia.

Ambassador Sherzod Fayziev, Head of the Department of the International Institute for Central Asia highlighted four priority areas given by President of Uzbekistan, Excellency Shavkat Mirziyoyev.

He stated that these major areas became roadmap to enhance coordination with neighboring countries and economic turnover. Ambassador Sherzod Fayziev stated that all Central Asian countries are interested to enhance cooperation with Pakistan.

He also highlighted Prime Minister Imran Khan’s ‘’vision Central Asia’’ via Afghanistan. He suggested that expansion in trade development, energy, industrial products, transport & logistics and fight against terrorism must be prioritized.  In this aspect, Shanghai Cooperation Organization (SCO) can be a great platform to reach towards culture and humanitarian cooperation.

The theme of the third session was Cooperation between Uzbekistan and Pakistan on combating terrorism and drug trafficking.

Mian Abdul Rauf, Former Advocate-General Islamabad & Prosecutor General of Pakistan under the Protection of Pakistan Act shared his expert opinion by explaining role of Shanghai Cooperation Organization in order to deepen coordination between regional countries and tackle common threats, i.e., combating terrorism.

He stated that the key to connectivity is to enhance joint cooperation in business, trade, and commerce.

If these areas are disrupted by terrorism, it will have negative consequences. Thus, he suggested that there is a need to share information, knowledge, and expertise to combat joint threats and dispute management. 

Dr. Marat Aitov, Head of the Department of the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan stated that peace in Afghanistan is important to counter drug trafficking and terrorism. He discussed that Pakistan-Uzbekistan security commission has been established and this commission will work effectively to counter joint threats.

Dr. Marat suggested that there is a need to counter threats from cyber-site because cyber-attacks have been increased. Thus, a resilient framework with a holistic approach can help counter grave threats.

Major General Hafiz Masroor Ahmed, (Retd, Senior Vice President, CGSS stated that peace in Afghanistan is crucial for sustainable development and economic expansion with Central Asia. In this regard, Pakistan and Uzbekistan must devise a holistic framework to curb rising tensions and indulge countries in regional cooperation.

Raja Muqsit Nawaz Khan, CEO, Raja Haq Nawaz Khan Law Associates (RHNKLA) discussed prospects for collaboration between Central-South Asia. He stated that Uzbekistan is playing an instrumental role in reviving Central-South Asian regional connectivity. 

In this aspect, legal framework must be established to counter common threats with a shared approach.  He also highlighted business-to-business prospects between Pakistan and Uzbekistan.

Ambassador Doniyor Kurbanov, Director of Information and Analytical Center for International Relations gave the closing remarks. He thanked all the participants and speakers for a constructive discussion on enhancing Pakistan-Uzbekistan bilateral relations and resolving common issues with a shared approach.

He stated that peace and stability in Afghanistan is vital for our joint cooperation. Ambassador Kurbanov also suggested ways to stimulate Pakistan-Uzbekistan connectivity in number of areas.

Lieutenant General Aamer Riaz, HI(M), (Retd), President, Center for Global & Strategic Studies (CGSS), Islamabad also thanked scholar/expert delegation from Uzbekistan.

He stated that Pakistan wants to take bilateral strategic relationship to the next level in order to solve Afghanistan crisis. He stated that there is a lot of business opportunities between both countries. Thus, it will gain momentum in the days to come.

Senior management of Center for Global & Strategic Studies (CGSS) presented the delegation from Uzbekistan a book ‘His Excellency Shavkat Mirziyoyev: A Visionary Statesman’’.

The book is published by CGSS and an important step to enhance people-to-people contacts and understand Uzbekistan’s policies in multiple aspects. CGSS memento was also presented to Ambassador Doniyor Kurbanov, Director of Information and Analytical Center for International Relations. The discussion was moderated by Mr. Khalid Taimur Akram, Executive Director, CGSS.

Shavkat Mirziyoyev takes office as President of Uzbekistan

Tashkent, NOV 7: A solemn ceremony of inauguration of the President-elect of the Republic of Uzbekistan took place in Tashkent at a joint meeting of the chambers of the Oliy Majlis.

The ceremony was attended by members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis, heads of state and public organizations, representatives of the diplomatic corps, domestic and foreign media.

The Chairman of the Central Election Commission Z. Nizamkhodjayev opened the event. He noted that the Presidential elections held on October 24 were held in accordance with democratic principles, in the spirit of active political competition. According to the results of the voting, a candidate from the Movement of Entrepreneurs and Businesspeople –Liberal Democratic Party of Uzbekistan Shavkat Miromonovich Mirziyoyev was elected to the post of President of the Republic of Uzbekistan, who received 80.12 percent of the vote.

The Chairman of the Central Election Commission congratulated Shavkat Mirziyoyev on behalf of the meeting participants and presented him with a certificate of the President of the Republic of Uzbekistan.

In accordance with Article 92 of the Constitution of the Republic of Uzbekistan, the President took the oath: “I do solemnly swear to faithfully serve the people of Uzbekistan, to strictly follow the Constitution and laws of the Republic, to guarantee the rights and freedoms of its citizens, and to conscientiously exercise the duties vested on the President of the Republic of Uzbekistan”.

The National Anthem of Uzbekistan was played.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev delivered a speech on priority areas for the next five years.

“We have developed a Strategy for the Development of New Uzbekistan and widely discussed it together with the people during the election campaign. In this important conceptual document, to ensure the consistency and continuity of our transformations, the main idea is “From the Action Strategy to the Development Strategy”, the Head of the state said.

It was noted that this strategy consists of seven directions.

The first direction is building people’s state through the development of a free civil society. To this end, in the future, most of the state functions will be transferred from the center to the regions. Each mahalla will have the position of an assistant hokim. The district budget will receive funds from additional sources and separate funds will be formed for each mahalla. The central agencies will be transformed, a compact and effective management system will be created, and the agencies performing duplicate functions will be optimized.

“The leader should not be a burden for people, but, on the contrary, make their life easier”, the President said.

The second direction covers the tasks of strengthening justice and the rule of law, respect for the honor and dignity of a person. To this end, the judicial system and the institution of the legal profession, the activities of law enforcement agencies will be improved. Protection of the rights of entrepreneurs and owners will be strengthened. All the forces and means of the state and society will be aimed at eradicating corruption. Activities in this direction will not be limited to bringing the perpetrators to justice, but will also be aimed at eliminating the causes of corruption, using effective preventive measures.

In the third direction, plans for the development of the national economy have been outlined. The goal is that by 2030 Uzbekistan should enter a number of states with an above-average per capita income. This will be achieved primarily by stimulating the private sector and increasing its share, as well as attracting foreign direct investment. Priority measures will be taken to ensure macroeconomic stability and reduce inflation to 5 percent.

Major projects are planned to provide the population with housing and clean drinking water, build modern roads and communications, improve public transport and communications between regions.

Fourth, the issue of providing quality education and upbringing will be at the center of constant attention. It is planned to gradually increase the salary of teachers and by 2025 bring it to 1,000 dollars in equivalent. It is necessary to develop a National Education Program aimed at building new and strengthening the material and technical base of existing schools, ensuring continuous communication between all parts of the education system.

Broad conditions will be created for the protection of public health. In the next five years, it is planned to increase the salary of doctors of the highest category to 1 thousand dollars in equivalent. The coverage of specialized medical care in regions, districts and cities will expand. The system of state medical insurance will be launched. Funds will be allocated regarding a specific patient. The development of physical culture and sports, the establishment of a healthy lifestyle will remain an important task.

Within the framework of the fifth direction, the development of the spiritual and enlightenment sphere is envisaged. To this end, the concept of “New Uzbekistan – an enlightened society” will be implemented. Priority will be given to the development of culture and art, the formation of healthy convictions among young people, the strengthening of interethnic harmony and mutual respect.

Sixth, it is necessary to consolidate efforts in the search for solutions to global problems, develop appropriate steps at the national and regional levels, the Head of the state noted. The increasing negative impact of environmental threats was noted. The issues of the development of the zone of ecological innovations and technologies in the Aral Sea region, the development of the World Environmental Charter were considered.

The seventh direction contains the tasks of ensuring peace and security in the country, the development of international cooperation. It was noted that increasing the power of the Armed Forces of Uzbekistan, strengthening the combat readiness, physical and moral training of servicemen will continue to be an urgent task.

Uzbekistan will continue its pragmatic, balanced foreign policy and economic diplomacy. This is, first of all, the further strengthening of good-neighborliness and strategic partnership with the countries of Central Asia, as well as the expansion of mutually beneficial and multifaceted relations with partners in all regions of the world.

“In these exciting moments, I want to emphasize: as President, I consider the meaning of my life to faithfully serve our people, fully devoting myself to ensuring the peace and well-being of my native country, its development. For me, there is no other, higher goal and greater happiness. Dear compatriots, your sincere support, the blessing of the older generation, the trust shown by the youth, give me new strength and energy”, Shavkat Mirziyoyev said.

Thereupon, the joint meeting of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan has ended.

ISLAMABAD, OCT 21: A Roundtable conference was arranged to discuss “New Uzbekistan-New Elections”. The roundtable was jointly organized by Embassy of Uzbekistan to Pakistan and Center for Global & Strategic Studies (CGSS), Islamabad, Pakistan.

Aybek Arif Usmanov, Ambassador of Uzbekistan to Pakistan in his opening remarks stated that people to people contact is very significant for regional connectivity.

The economic cooperation is very important keeping in view the current global developments. Ambassador of Uzbekistan also stated that Pakistan is the transit hub for international trade.

Pakistan and Uzbekistan have promoted peace and stability in the region. At this occasion, special editions two magazines “Peace International” and “Diplomatic Focus”, devoted to Uzbekistan were also presented.

Ambassador of Uzbekistan thanked and payed tribute to the journalist community of Pakistan for playing a vital role in further cementing the brotherly ties between both nations.

Khalid Taimur Akram, Executive Director, CGSS stated that CGSS has taken several initiatives to promote Central & South Asia connectivity. CGSS has engaged various universities across Pakistan in this regard.

Grand initiative of Central and South Asian regional connectivity by Shavkat Mirziyoyev has proved to be a milestone development for regional integration. 

Pakistan and Uzbekistan embarked on a new journey of prosperity, enhancing bilateral cooperation, joint ventures for regional peace and stability, and strengthening economic and strategic partnerships.

Major General Khalid Amir Jaffery HI(M), (Retd) in his keynote speech stated that our countries and people have always been connected. Our bilateral ties including trade, culture, religion and people to people connectivity is enhancing with the passing time.

He stated that all these initiatives are very important so that our youth gets to know each other. Therefore, interaction must be promoted between both the countries.

Dr. Zarmina Baloch, Assistant Professor. Shaheed Benazir Bhutto Women’s University, Peshawar discussed Shavkat Mirziyoyev’s initiatives for regional connectivity.

She stated that his visionary leadership has made it possible for the countries to connect and prosper. President Shavkat Mirziyoyev of Uzbekistan due to his exceptional commercial diplomacy and inventive leadership has achieved greater regional connectivity.

Prof. Dr. Shabir Ahmad Khan, Director, Area Study Center (Russia, China & Central Asia), University of Peshawar stated that Pakistan will serve as a gateway for Uzbekistan. He explained why Uzbekistan is exceptional in Central Asia, he stated that Uzbekistan is a model of gradual reforms and prioritizing economy over politics and this model has mode Uzbekistan successful.

He stated that during the Presidency of Shavkat Mirziyoyev many issues have been resolved with consensus. He also praised His Excellency Aybek Arif Usmanov, Ambassador of the Republic of Uzbekistan to Pakistan for playing a leading role in Central and South Asia connectivity.

He stated that smooth border crossing will ensure a good market and Uzbekistan has become the voice of all regional states.

The Roundtable was followed by the Book Launch ceremony that is compiled and published by CGSS on the idea of Central & South Asia Connectivity.

The title of the book is “Shavkat Mirziyoyev – A Visionary Statesman”. This Book is a collection of Research Articles written by senior academicians from various universities of Pakistan and practitioners from various sectors.

This is the first time that a Book of this kind has been published by any institute in Pakistan highlighting the fruitful initiatives of the Uzbek President and can prove to a cornerstone in promoting this vision globally.

LAHORE/ISLAMABAD, OCT 12: A Roundtable Discussion on “Central-South Asia Regional Connectivity: Grand Initiative by President Shavkat Mirziyoyev” was organized by Center for Global & Strategic Studies, Islamabad & Department of History & Pakistan Studies, University of the Punjab in collaboration with Embassy of the Republic of Uzbekistan, Islamabad & Regional Integration Center, University of the Punjab, Lahore at University of the Punjab, Lahore.

The roundtable discussion aimed to highlight the importance of regional connectivity between Central and South Asia vis-à-vis socio-economic and cultural cooperation.

The event commenced with the opening remarks of Prof. Dr. Saleem Mazhar, Pro Vice-Chancellor, University of the Punjab, Lahore. He stated that Punjab University is one the oldest university and the Department of History has created many scholars and professors.

Punjab University has offered admissions to the students of Uzbekistan that will prove to be a milestone in Pak-Uzbek bilateral ties.

Brigadier Mansoor Saeed Sheikh SI (M) (Retd), Vice President (Punjab Region), Center for Global & Strategic Studies (CGSS), Islamabad in his welcome address stated that Pakistan is situated at the convergence of three geo-economically significant regions and it offers shortest route to the sea for all landlocked countries of Central Asia alongside western China and Afghanistan.

Pakistan stands out significantly in this regional connectivity. He also stated that at present, the initiative of Central-South Asian connectivity by President of Uzbekistan has emerged as a significant factor in rejuvenating centuries old traditional and cultural linkages between both countries.

Chief Guest of the event, Aybek Arif Usmanov, Ambassador of the Republic of Uzbekistan to Pakistan presented Key note speech on “Pakistan and Uzbekistan economic cooperation and perspective”. He stated that not only Punjab, but KPK is also well connected with Uzbekistan.

President Shavkat Mirziyoyev and Prime Minister Imran Khan are the first drivers and promoters of connectivity. The projects of connectivity between our countries are already showing positive impacts as I see young researchers, students and scholars gathered here for this event.

For more than three years, Pak-Uzbek leaders are working for the peace and development in Afghanistan. He stated that all countries are interested to use Pakistan as a transit hub in Central Asia. He also stated that we are now working on high technology cooperation with Pakistan.

Experts from Uzbekistan helped in formulating solutions to enhance cotton production in Pakistan.

Mr. Khalid Taimur Akram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad gave a detailed presentation on “Analyzing the concept of Central- South Asian Connectivity: Ten-point agenda by Shavkat Mirziyoyev”.

He stated that Central and South Asia, located at the crossroads of the Great Silk Road, have promoted active dialogue between peoples and civilizations for many centuries.

The peoples of our regions have repeatedly found themselves within the framework of common state formations, as well as a common political, economic and humanitarian space.

The close ties between our people have contributed to rapid intellectual and spiritual progress. Mr. Khalid Taimur also discussed the 10 Point Proposal by Shavkat Mirziyoyev, President of the Republic of Uzbekistan.

Prof. Dr. Mahboob Hussain, Chairman, Department of History & Pakistan Studies, University of the Punjab, Lahore presented speech on “Historical & Cultural linkages between Central-South Asia: An overview of great civilizational patterns”. He stated that common cultural heritage needs to be explored and academic exchange and collaboration is the need of the hour.

The most recent initiative was taken by the President of Uzbekistan, Shavkat Mirziyoyev by organizing an International Conference on Central-South Asia Connectivity.

Connectivity is not just about economics, it also drives regional cooperation and encourages friendly relations among neighbors. Our University is ready to establish links and active participation with all the regional countries.

Prof. Dr. Iram Khalid, Chairperson, Department of Political Science & International Relations, University of the Punjab, Lahore presented speech on “Reinvigorating the phenomena of academic cooperation into regionalism:  A case study of Central & South Asia”.

She presented a model that included activities like student exchange programs, seminars, conferences and expert exchange programs. She stated that for the growth of ideas, we need to incorporate academicians from social sciences.

Moreover, a committee should be made for curriculum building specifically for this region and in the longer term, a university must also be established dedicated to the Central-South Asian studies.

Prof. Dr. RukhsanaIftikhar, Department of History, University of the Punjab,Lahorepresented speech on “Economic Potential Between Central and South Asia”. She stated that since the freedom of South Asian states, Pakistan has also been trying to promote her relations with these newlyborn and rich resources states.

Pakistan has been a gateway to Central Asia since centuries. Central Asia holds significance for the land and people of Pakistan. Pakistan can be one of the finest partner for Central Asia in terms of economic cooperation.

Dr. Fozia Ali Hadi, Director, Regional Integration Center (RIC), University of the Punjabpresented speech on “Role of SCO in Central & South Asia Connectivity”.

She stated that SCO Member states stand for promoting cooperation in the development of international relations built upon mutual respect, equality and mutually beneficial cooperation as well as developing a common vision of a community of common destiny for mankind.

The role of SCO is critical in adopting programs to promote socioeconomic development as this may be the key to merge as an effective tool for gaining stability and prosperity in the region.

Mr. Ghazi Abdullah, Assistant Professor, Department of History & Pakistan Studies, University of the Punjab presented speech on “Enhancing industrial cooperation between Pakistan and Central Asia: Options and parameters”.

He discussed the current challenges in the way of development including the changing dynamics of Afghanistan, border tensions in the region and other pertinent issues.

He also discussed that our leaders and academia are actively engaged and they should also analyze the challenges and work towards their resolve.

Mr. Jasur Saidahmedov, Second Secretary, Trade and Economy, Embassy of the Republic of Uzbekistan, Islamabad highlighted Pakistan and Uzbekistan cooperation with relevance to significant cultural and tourism ties.

He discussed in detail the prospects of agricultural cooperation between Uzbekistan and Pakistan that will enhance the bilateral relations between both brotherly countries. He stated that Uzbekistan is eating Pakistani potato. In every village, every city there are Pakistani potatoes.

Furthermore, he stated that the athletes from Pakistan are participating in various competitions of Uzbekistan and recently a wrestler from Pakistan has won a gold medal in that competition.

Similarly, various other initiatives are being undertaken to enhance cooperation and people to people contacts. He stated that tourism has become important between our countries. We have a Pak-Uzbek culture and trade center and tourists information centers as well.

ISLAMABAD, AUG 30: An Online Round Table Discussion on “30th Anniversary of Independence of Uzbekistan: Prospects of Multifaceted Uzbek-Pakistani Connectivity” was jointly organized by the Ministry of Foreign Affairs of the Republic of Uzbekistan and Embassy of the Republic of Uzbekistan, Islamabad on 30th August 2021.

The Round Table Discussion commenced with the Opening Remarks of Aybek Arif Usmanov, Ambassador of the Republic of Uzbekistan to Pakistan. During his opening remarks, he highlighted the instrumental role played by Furqat Sidikov, Deputy Minister of Foreign Affairs of the Republic of Uzbekistan in lying a solid foundation of the Uzbekistan-Pakistan Connectivity.

Ambassador A.Usmanov has expressed gratitude to Deputy Minister Furqat Sidiqov for initiating the interactive session with Pakistani prominent think tanks and media and his exemplary services for two our countries Pakistan and Uzbekistan during his 5 years of excellent tenure in Islamabad as Ambassador of Uzbekistan in Pakistan.

Furqat is well known due to his relentless efforts the solid foundation of the active interaction between our leaders and experts communities well known think tanks prominent and famous Mass media editions have been established.

His activities recently were well culminated in recent outcomes of the Online summit of President Shawqat Mirziyaev and PM Imran Khan Sb and successful official visit of Prime Minister to Uzbekistan last month.

Aybek also mentioned that the well seasoned important role think tanks, vibrant media editions and educational institutes can play in further strengthening the bilateral relations between the two countries. Furthermore, he stated that connectivity between the two countries in different spheres should also be promoted especially through various trade agreements, industrial and banking cooperations.

Furkat Sidikov, Deputy Minister of Foreign Affairs of the Republic of Uzbekistan mentioned that new avenues of cooperation between the two countries are being explored through various initiatives. According to H.E Furkat, Uzbekistan and Pakistan, through sincere efforts, have now become Strategic Partners.

Furkat further mentioned that despite the Pandemic, Uzbekistan and Pakistan have managed to improve their bilateral terms. He mentioned that due to our joint from January to August 2021 our bilateral trade with Pakistan through the territory of Afghanistan amounted around 104 million USD, which is for 30% higher than last year.

For  further expanding Pak-Uzbek trade and economic relations, two sides have developed Joint Road Map for the implementation of all economic agreements, PTA, banking cooperation the joint manufacturing projects which were successfully agreed during the the Highest-level in July 2021.

According to Furkat, the open and pragmatic foreign Policy of Uzbekistan has supported developing connectivity between Pakistan and Uzbekistan. Addition`ally, the foreign policy of Uzbekistan also focuses on ensuring regional connectivity.

Furkat emphasized that during the 30 years of Independence, Uzbekistan has passed the challenges of the national identity, social and economic changes are being implemented consistently. Especially last five years, the processes of modernization and democratization, openness and transparency in our country have become irreversible.

Because of pragmatic policy of President Shavkat Mirziyoyev Uzbekistan has solved all regional problems on the basis of the principles of good neighborliness, mutual respect, trust and mutual consideration of interests.

Major General Khalid Amir Jaffery HI (M), (Retd), President, Center for Global & Strategic Studies (CGSS), Islamabad mentioned that Pakistan was one of the first countries to recognize Uzbekistan. He also stated that Pakistan has made sincere efforts in establishing cooperation with Uzbekistan in various spheres including economic, cultural, etc.

Major General Jaffery also mentioned that Pakistan and Uzbekistan can jointly facilitate peaceful solution and improvement of the situation in Afghanistan positively.

Dr. Mehmood-ul-Hassan Khan, a Renowned Regional Geo-Political Analyst stated that the enhanced Regional Connectivity is indeed a great achievement on part of Pakistan and Uzbekistan. Through the improved regional connectivity, both the countries can jointly work towards achieving the sense of economic development, industrialization, and green revolution.

Furthermore, Dr. Mehmood also added that the idea of Regional Connectivity presented by President Shavkat Mirziyoyev will be a road map to improved bilateral relations. Additionally, he suggested that both countries should also focus on enhancing Cultural Diplomacy.

Mr. Khalid Taimur Akram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad congratulated everyone and showed love and affiliation for Uzbek people. He discussed Pak-Uzbek relations and appreciated Furkat Sidikov’s services and efforts and his great initiatives for Pak-Uzbek relations. Mr. Khalid also recommended that the government of Pakistan should present civil award to Furkat for his efforts in enhancing the bilateral relations of Uzbekistan and Pakistan. He talked about regional connectivity and said that Central-South Asian connectivity can be a great opportunity for youth. He praised the great ideas of President Shavkat Mirziyoyev. He suggested that think tanks and other programs can aware youth and can help them to know about regional connectivity. He encouraged the students of Pakistan to promote their ideas.

Tahir Farooq, Editor-in-Chief of Daily Ittehad discussed about the road map to regional connectivity that it is the door to Central Asia. He said that President visionary gave idea about connectivity. While discussing about belt and road initiative he stated that it is a project of peace and prosperity. He talked about visit of PM Imran Khan to Uzbekistan. He also discussed about trade and economy collaborations between Pakistan and Uzbekistan.

Riaz A Malik, Group Editor, National Herald Tribune talked about political and economic stability of Uzbekistan and Pakistan. He stated that despite of Pandemic, regional cooperation and bilateral relations are developing between Central Asia and South Asia. He appreciated initiatives of President Shavkat Mirziyoyev. He discussed about strategic partnership between Pakistan and Uzbekistan. Also, he mentioned about land and air connectivity between both regions. He appreciated the innovative ideas of CGSS and its work.

Mr. Tazeen Akhtar, Editor-in-Chief, Pakistan in the World Magazine praised the visionary leadership of President of Uzbekistan who has handled the common challenges faced by the world in an exemplary manner.

Moreover, he mentioned that it was a great experience attending the recent South Asia-Central Asia Connectivity conference in Tashkent. Mr. Tazeen also talked about the emergence of Digitalization post Pandemic. He highlighted the significance of digital platforms in post-pandemic world by mentioning that these platforms are used in almost every sphere of life now.

Mr. Rasheed Khan Safi, Leading Analyst and Columnist of  Khyber News TV, mentioned that stability in Afghanistan is necessary for the maintenance of peace in the region. In this regard, Central Asia, Iran, China etc are significant actors. Mr. Rasheed also added that people-to-people contact between the two countries Pakistan and Uzbekistan is necessary for the improved bilateral relations.

ISLAMABAD/TASHKENT, AUG 18: An international conference was organized on, “Interconnectedness of Central and South Asia: Preconditions, Prospects, Geostrategic Significance” organized by the Senate of the Oliy Majlis of the Republic of Uzbekistan.

Khalid Taimur Akram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad, Pakistan was the keynote speaker from Pakistan.

Furkat Sidikov Deputy Minister of Foreign Affairs of the Republic of Uzbekistan highlighted the Central and South Asian Connectivity conference held in Tashkent, Uzbekistan, and stated that the conference invited dignitaries from Afghanistan, Pakistan, and other countries and the mission of this event has highlighted the importance of transport, energy and other cooperations for connectivity in this region.

Results of that high-level conference were great and we had live reporting from CNN, and other important news agencies, more than 300 interviews, analyses, and comments were published across the world that show the importance of this conference.

He highlighted the views of Imran Khan, Prime Minister of Pakistan, who mentioned that the Tashkent conference has presented a new collaboration in geopolitics and economy that is important for the sustainable development for Central and South Asia.

Mr. Khalid Taimur Akram, Executive Director, CGSS stated that in July 2021 we saw the grand vision of Central and South Asia connectivity presented by President of Uzbekistan, Shavkat Mirziyoyev. In times to come the world will remember that after 5 centuries, President Shavkat Mirziyoyev brought back the idea of regional connectivity.

Moreover, this time the message from Uzbekistan is a message of brotherhood, connectivity, and bringing our mutual legacy forward for the future generation.

He mentioned that the Prime Minister of Pakistan, Imran Khan was part of the historical conference in Tashkent, and Pakistan is now a major part of this initiative and concept. Furthermore, Pakistan is also a part of Central Asia-South Asia 1000 (CASA 1000), Central Asia Regional Economic Cooperation Program (CAREC).

In addition to these, CPEC being the flagship project of the Belt and Road initiative is a connectivity route for the Central Asian countries as well.

He specifically mentioned the initiative of Mazar-i-Sharif-Kabul-Peshawar by President Shavkat Mirziyoyev and stated that this regional transport corridor will open new avenues of cooperation in the region and will also connect countries to the Indian Ocean.

Acknowledging the efforts of H.E Furkat Sidikov Deputy Minister of Foreign Affairs of the Republic of Uzbekistan, he emphasized that his exemplary role in taking the bilateral ties of Pakistan and Uzbekistan is commendable.

Mr. Khalid also highlighted the efforts of Mr. Sodyq Safoev, First Deputy Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan, and assured that Pakistan is enthusiastic for this initiative of Central & South Asia Connectivity and CGSS has already started to advocate this idea in many universities of Pakistan.

He also invited future collaborations with the senate and other institutions in Uzbekistan to bring this message of Central & South Asia connectivity to future generations of Pakistan.

The international conference included dignitaries, diplomats, and experts from more than 15 countries including Pakistan, Kazakhstan, Kyrgyzstan, Japan, United States, Belgium, Russia, Germany, etc.

Ambassador lauds CGSS role in enhancing bilateral relations between Uzbekistan and Pakistan


ISLAMABAD, AUG 13: Online Conference on the ‘’ Uzbekistan and Pakistan Partnership: The Perspective for Multidimensional Interaction" organized by Center for Global & Strategic Studies (CGSS), Islamabad with the collaboration of the Information and Analytical Centre for International Relations (IACIR), Tashkent, Uzbekistan was held.

Mr. Khalid TaimurAkram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad, Pakistan was the moderator of the online conference.

Aybek A. Usmanov, Ambassador of Uzbekistan to Pakistan gave the welcoming remarks. He welcomed all the participants and speakers to the online conference. He appreciated the efforts of CGSS for being a major stakeholder in enhancing bilateral relations between Uzbekistan and Pakistan. Aybek A. Usmanov also discussed the grand initiative of Central and South Asia regional connectivity. He stated that prospects for multilateral cooperation are high in which peace in Afghanistan is an important factor.

Furqat A. Sidikov, Deputy Foreign Minister of Republic of Uzbekistan shared his views on bilateral cooperation between Uzbekistan and Pakistan amid current Afghanistan’s situation. He stated that the Afghanistan situation has direct spill-over impacts on Pakistan and Uzbekistan being neighboring countries. Therefore, regional countries must cooperate to find the solution of Afghanistan crisis. 

Furqat A. Sidikov also highlighted the trade and economic turn over between Uzbekistan and Pakistan that has been increasing since last 3 to 4 years. He suggestedthat it is significant to promote peace and stability in the region for enhanced economic trade and get access to Pakistan’s Gwadar port which is crucial for economic connectivity for CARs.

Major General Syed Khalid Amir Jaffery HI(M), (Retd), President, Center for Global & Strategic Studies (CGSS), Islamabad shared his expert analysis that cooperation between Uzbekistan and Pakistan is interlinked with Afghanistan. He discussed in detail about the recent situation of Afghanistan. 

While enlightening the audience, Major General Syed Khalid Amir Jaffery HI(M), (Retd) stated that Central and South Asian connectivity is important to enhance economic potentials. In this regard, CARs can benefit from CPEC. He suggested that all regional countries must join hands and move towards economic connectivity for long-term stability and peace in the region.

Lt. General Khalid Naeem Lodhi, HI (M), (Retd), Former Federal Defence Minister of Pakistan expressed his views on Emerging Realities in the International political system: U.S. Policy towards South, Central and West Asia. He stated that geopolitics cannot be separated from geo-economics and geostrategic factors. All these factors are interconnected. He discussed that emerging realities of the world are contested and interlinked. 

For example, China has been trying to enhance its influence through economic ideology and cooperation. Unlike, U.S. who always try to use multiple tools to maintain its dominance and political ideologies over others. Lt. General Khalid Naeem Lodhi, HI (M), (Retd), highlighted major important tools, i.e., economic, strategic and hybrid that the superpowers use to gain their interest. While concluding speech, he suggested that all regional countries must cooperate with each other to find ways to create peaceful and powerful region.

Dr. DonyarQurbanov, Director, Information and Analytical Centre for International Relations (IACIR), Tashkent, Uzbekistan enlightened the audience with his analysis on the ongoing Afghan situation. He stated that Taliban zone has been increasing that will create refuge crisis, and humanitarian issues for the Kabul regime. He suggested that Taliban and Kabul government must reach to a compromise to eradicate existing gap. 

He also stated that there is growing need to increase interactions between Afghanistan’s neighbor. In this regard, a strong policy framework would be an additional force to bring peace to the region.  He also highlighted prospects for enhanced bilateral ties between Pakistan and Uzbekistan.

Mr. Ahmer Bilal Soofi, Former Federal Law Minister of Pakistan gave speech on current Situation and Future legal Parameters and options for Pakistan and Uzbekistan.  Mr. Ahmer Bilal Soofi stated possible ways to enhance cooperation between the two nations, Pakistan and Uzbekistan. In this aspect, he provided options., to implement on the legal existing agreements and MoUs between both countries. 

He discussed that there is a need to take advantage by existing legal bridges and agreements that would open avenues for joint ventures. He suggested that we have to be specific in order to encourage and protect the private business and entrepreneurs of Pakistan and Uzbekistan. In this aspect, best plan of action is to enhance connectivity through economic planning.

Prof. Dr. Shabir Ahmad Khan, Director, Area Study Centre (Russia China & Central Asia), University of Peshawar shared his expert opinion on Implications of U.S. Withdrawal from Afghanistan: Challenges and Options for Pakistan. He stated that if Afghanistan’s conflict is increased it will have massive spill-over on the neighbouring countries in the form of drug trafficking, violence and refuge crises. He expressed his views that there is a regional consensus to bring peace in Afghanistan. 

Therefore, all regional countries must devise a plan to eradicate issues with the continuity of global assistance. He also stated that there is a need that different ethnic factions and groups in Afghanistan must be engaged through Loya Jirga to create peace and reach towards a consensus.  He highlighted prospects for Central and South Asian regional connectivity in that he also appreciated the recently held international conference on Central-South Asian connectivity hosted by Uzbekistan to have constructive implications on the region. 

At the end of the discussion, an interactive session was also held amongst the participants of the Conference.

ISLAMABAD: Prime Minister Imran Khan on Friday gave a robust response to Afghan President Ashraf Ghani’s allegation about Pakistan’s “negative role” in the Afghan peace process and said it was “extremely unfair” to blame Islamabad for the situation in Afghanistan.

Fearing influx of Afghan refugees in Pakistan due to growing violence in the neighbouring country, the prime minister called upon the European Union (EU) and international community to support Pakistan in the rehabilitation of Afghan refugees.

He also said Pakistan’s connectivity with Uzbekistan in trade and bilateral spheres would connect Central Asian states with the rest of the world.

The prime minister expressed these views at the international conference on “Central and South Asia Regional Connectivity: Challenges and Opportunities” during his two-day visit to Uzbekistan. President Ghani was also present at the conference.

The prime minister met the Afghan president on the sidelines of the conference but the body language of the former showed that he was quite ‘reserved’ while meeting Mr Ghani.

President Ghani, who spoke before Prime Minister Khan at the conference, had alleged that 10,000 militants sneaked into Afghanistan from Pakistan to create unrest there.

While terming the statement ‘extremely unfair’, PM Khan said: “Due to the Afghan conflict, Pakistan is the worst affected country and it was unfair to blame Pakistan for turmoil in Afghanistan.”

“President Ghani let me just say that the country that will be most affected by turmoil in Afghanistan is Pakistan. Pakistan suffered 70,000 casualties in the last 15 years. The last thing Pakistan wants is more conflict,” the premier said as he stopped reading from his written speech.

He said after withdrawal of US troops from Afghanistan, the Taliban were hopeful for their win in the current war in the neighbouring country, adding that why Taliban would come for dialogue when they were sensing victory in their country.

“Taliban are no longer willing to compromise after the United States gave a date for the withdrawal of troops. When there were 150,000 Nato troops [...] that was the time to ask the Taliban to come to the table. Why were the Taliban going to compromise once the exit date was given [...] why would they listen to us (Pakistan) when they are sensing victory,” he added.

After the meeting, Inter-Services Intelligence (ISI) Director General Lt-Gen Faiz Hamid, who accompanied the prime minister, told the media that not from Pakistan but violation of border was being committed from Afghanistan and Pakistan security forces were being targeted.

TASHKENT, JUL 16: Prime Minister Imran Khan on Friday hit back at Afghan President Ashraf Ghani's claims about Pakistan's "negative role" in the Afghan peace process, adding that it was "unfair" to blame the country for the situation in Afghanistan.

The prime minister made the comments at the international conference on "Central and South Asia Regional Connectivity: Challenges and Opportunities" during his two-day visit to Uzbekistan. The Afghan president was also present at the conference.

PM Imran's remarks came shortly before the two leaders were scheduled to meet on the sidelines of the conference.

"President Ghani let me just say that the country that will be most affected by turmoil in Afghanistan is Pakistan. Pakistan suffered 70,000 casualties in the last 15 years. The last thing Pakistan wants is more conflict," the premier said as he stopped reading from his written speech.

He also said that Taliban was no longer willing to compromise after the United States gave a date for the withdrawal of troops.

"When there were 150,000 Nato troops [...] that was the time to ask the Taliban to come to the table. Why were the Taliban going to compromise once the exit date was given [...] why would they listen to us when they are sensing victory" the prime minister questioned.

The premier said that Pakistan's economy was finally recovering after going through a difficult phase. "I repeat, the last thing we want is turbulence in Afghanistan."

PM Imran stated that no country has tried harder than Pakistan to bring the Taliban to the table for dialogue. "We have made every effort, short of taking military action against the Taliban in Pakistan, to get them on the dialogue table and to have a peaceful settlement [in Afghanistan].

"To blame Pakistan for what is going on in Afghanistan is extremely unfair."

He said that he would not have visited Kabul in November last year if Pakistan was not interested in peace. "The whole idea was to look upon Pakistan as a partner in peace. I feel disappointed that we have been blamed for what is going on in Afghanistan".

He said that the current situation in Afghanistan was a result of over two decades of conflict and the US seeking a military solution.

He said that he had a conversation with Uzbekistan President Shavkat Mirziyoyev about how all the neighbours in the region can help the Afghan peace process. "It is in all of our interests."

He said that there were already three million refugees in Afghanistan.

"We are petrified that there will be another influx of refugees and we do not have the capacity or the economic strength to bear it. So I can assure you again, if any country is trying its best, it is Pakistan."

The prime minister later met Ghani on the sidelines of the conference. According to Radio Pakistan, PM Imran and the Afghan president are leading their respective sides in delegation-level talks.

Pakistan hosts Afghan peace conference from tomorrow

The prime minister's comments come a day before Pakistan is due to host a three-day conference on Afghanistan to give a fresh impetus to the efforts for peace.

“Pakistan is hosting the Afghan Peace Conference on July 17-19 […] to provide momentum to the ongoing efforts for peace in Afghanistan,” Foreign Office Spokesman Zahid Hafeez Chaudhri said at the weekly media briefing.

Afghanistan’s political leadership has been invited to the conference.

According to Tolo News, 21 prominent Afghan leaders including Abdullah Abdullah, Karim Khalili, Mohammad Younus Qanooni, Gulbuddin Hekmatyar, Hanif Atmar, Salahuddin Rabbani, Ismail Khan, Ata Mohammad Noor, Hamed Gailani, Sayed Eshaq Gailani, Batur Dostum and Mirwais Yasini have been invited to the conference in Islamabad.

Chaudhri said a number of them have already confirmed their participation. Taliban, the spokesman had clarified, were not among the invitees as they had already visited Pakistan many times and held detailed discussions on the peace process.

“The aim of the forthcoming peace conference is to engage with and consult all sides on the Afghan peace process. We hope that this conference will provide impetus to the ongoing efforts for peace in Afghanistan,” the spokesman said while explaining the objective of the conference," the FO spokesman said.
