NCOC puts travel bar on people from 26 countries


ISLAMABAD, JUN 13: The National Comm­and and Operation Centre (NCOC) on Saturday placed strict restrictions on travellers from 26 countries including India, Bangladesh, Iran, Iraq, Indonesia and South Africa by placing them in C category.

In a separate development, the number of Covid-19 patients admitted to hospitals has fallen by around 60 per cent, with the positivity ratio remaining below 4pc.

An official of the Ministry of National Health Services (NHS) said Pakistan had introduced three categories to deal with Covid-19. 

He said: “Countries in A category are exempted from the mandatory Covid-19 test, travellers from areas in B category require a negative polymerase chain reaction (PCR) test that must be taken within 72 hours of the travel date while countries in C category are restricted and people can travel only under specific NCOC guidelines.”

According to a document available with Dawn, the NCOC revised the inbound air/land travel categories with an immediate effect.

The document mentioned India, Iran, Bangladesh, Bhutan, Indonesia, Iraq, the Maldives, Nepal, Sri Lanka, the Philippines, Argentina, Brazil, Mexico, South Africa, Tunisia, Bolivia, Chile, Columbia, Costa Rica, Dominican Republic, Ecuador, Namibia, Paraguay, Peru, Trinidad and Tobago as well as Uruguay in the C category list.

All other countries have been included in B category and passengers from these countries will be required to present a negative PCR test result.

Meanwhile, the NCOC data reported 1,194 new cases and 57 deaths in the last 24 hours.

As many as 2,990 patients are currently admitted to hospitals compared to around 7,000 in April, indicating a drop of around 60pc. According to the official data, there were 42,717 active cases across the country on June 12, while 325 patients were put on ventilators.

Moreover, the country has been witnessing a positivity ratio of less than 4pc since May 30 when a rate of 4.05pc was reported at the national level.

Earlier on June 11, the NCOC had extended walk-in vaccination facility to around 39 million people in the age group of 18-30 years.

NHS ministry spokesperson Sajid Shah told Dawn that the government wanted to inoculate people at the earliest so that herd immunity could be achieved. 

He said public sector employees would have to be vaccinated by June 30 and to facilitate the vaccination all relevant centres would remain open from 8am to 10pm daily, except Sundays.

ISLAMABAD, MAY 25: A new private airline named ‘North Air’ has been provided with the TPRI (Tourism Promotion and Regional Integration) license by the CAA (Civil Aviation Authority). This new airline in Pakistan is reportedly planned to operate flights for a few major cities in the northern areas including Gilgit, Skardu, Chitral as well as the emerging port city of Gwadar in the south. 

North Air will initially operate flights between the capital city of Islamabad and all of the aforementioned destinations. The airline will be headquartered at the New Islamabad International Airport.

There are three more private airlines that are due to be launched in Pakistan soon. The CAA is in the process of providing these airlines with their Regular Public Transport (RPT) after scrutinising their operation models. Q-Airlines, Fly Jinnah, and Jet Green are expected to start domestic flight operations in the near future.

The launch of these new airlines will take the number of private airlines operating in Pakistan to seven. As of now, Air North, SereneAir, Airblue, and AirSial are operating in the local private airline industry, mostly handling domestic flights as well as a few international flights. 

According to the new CAA regulations, private airlines would only become eligible for international flights after completing one year successfully with at least a fleet of three aircraft.

Pakistan International Airlines (PIA), which is the country’s national flag carrier, has also recently commenced direct flight operations from Lahore to the northern areas of Pakistan.  The PIA is using Airbus A-320 aircraft for the flight operation to Skardu. The fare of this flight starts from PKR 7,500 per person.

LONDON, APR 22: Skyscanner has announced the launch of Arabic language website on desktop and mobile.

In an effort to offer travellers a more localised and user-friendly experience, Skyscanner has rolled out the Arabic language offering across all domains, including UAE and Saudi Arabia.

Travellers visiting Skyscanner on desktop, mobile web or via the app will now be able to select Arabic as a language option to access more localised content, including local currency and a better user experience when linking to partner sites to complete their travel bookings. 

Travel is returning in the region at a strong pace.

On Skyscanner, interest in both domestic and international flights have increased steadily from UAE travellers, with a lift of 23 per cent in searches and even more dramatically from Saudi travellers, where there was an increase of 110 per cent in searches from February to March of this year.

According to a recent YouGov survey, commissioned by Reed Exhibitions, ahead Arabian Travel Market 2021, the money that Middle East travellers spend on international leisure travel will begin to exceed 2019 levels in as little as three years.

“We’re pleased to be able to offer travellers in the Middle East a far more relevant experience on desktop, allowing them to plan and book travel in their local language and currency,” said Gavin Harris, director of strategic partnerships, Skyscanner.

“Arabic is one of the fifth most spoken languages in the world and outbound travel from the United Arab Emirates and Saudi Arabia accounts for a significant proportion of the total travel market.

“We previously launched the Skyscanner app in Arabic to great success, so it was a logical next step to bring the localised experience to desktop users too.”

Innovative ways to resume international travel


International travel was predictably impacted as a result of covid 19 and the tourism industry suffered severe losses.

According to the UNWTO (United Nations World Tourism organization) barometer, the period from January-October 2020 witnessed a whopping 72% drop in tourist arrivals (international tourist arrivals dropped by 900 Million when compared to the January-October 2019 period). The loss in export revenues, year on year, from the tourist sector were a staggering 945 Billion USD. Tourist arrivals across regions witnessed a drop. According to the UNWTO barometer, the drop in tourism would cause a loss of 2 Trillion USD to the global economy.

Countries looking to resume international flights

During the midst of the pandemic, agreements were signed to facilitate essential travel between various countries (priority was given to workers, students or individuals who had to travel for emergency purposes).

Countries which have been successful in dealing with the pandemic have been looking to gradually resume international flights. Since October 2020, Singapore whose economy is significantly dependent upon tourism  had signed agreements with certain countries to ensure that travel for important purposes was less restrictive — either the quarantine period was reduced, or in some cases was not required at all.

New Zealand will be allowing quarantine free travel from Australia for the first time from April 19. New Zealand PM, Jacinda Ardern:

‘The Trans-Tasman travel bubble represents a start of a new chapter in our COVID response and recovery, one that people have worked so hard at’

Australia has been permitting travellers from New Zealand to enter most parts of the country without quarantine, though this has not been reciprocated.

A travel bubble has also opened between Taiwan (which has reported a little over 1,000 cases and 10 deaths) and the Island of Palau (which has reported 0 deaths) where travellers need not quarantine themselves (there are a number of other restrictions though).

Vaccine Passports, Digital Pass and differing perspectives

As countries get ready to open up travel, there has been a debate with regard to using ‘vaccine passports’ (these are documents which show that travellers have been vaccinated against Covid-19 or recently tested negative for the virus).

One country which is using this experiment domestically is Israel. It has issued a document known as ‘Green Pass’ to those who have been vaccinated or if they have developed immunity. This Green Pass can be used  for entry into gyms, hotels,  restaurants and theatres. The UK and US too are mooting the idea of introducing such an arrangement. This idea has faced fervent opposition in both countries. In UK, opposition parties Labour, Liberal Democrats and the Scottish National Party (SNP) have opposed the idea of such a covid certification document. The reasons cited for opposition are concerns with regard to ‘equity, ethics and privacy’.  The UK government has stated that a covid status certificate would not be introduced before June, and trials of various schemes to ensure safe opening up of the UK economy would carry on.

In the US, Republicans are opposing the idea of a vaccine passport saying that such an idea would be an attack on personal freedoms. Donald Trump’s son Donald Trump Jr urged Republicans to ‘vocally and aggressively’ stand up against vaccine passports.

If one were to look at international travel, International Airport Transport Association (IATA) has introduced a travel pass, a digital certificate, which will confirm a flyer’s COVID-19 test result and vaccination status. Singapore will be accepting travellers using this mobile digital pass from May 2021.While the pass has been tested by Singapore Airlines, 20 airlines (including Emirates and Malaysia Airlines) are in the process of testing the pass.

While one of the pitfalls of a covid status certificate or Vaccine passport is the impingement upon privacy, it has also been argued that developing countries will be at a disadvantage given the relatively slow rate of vaccination in the developing world. While remarking in the context of Africa,Dr. John Nkengasong the head of the Africa Centers for Disease Control and Prevention, said:

‘We are already in a situation where we don’t have vaccines, and it will be extremely unfortunate that countries impose a travel requirement of immunization certificates whereas the rest of the world has not had the chance to have access to vaccines.’

Conclusion

In conclusion, it is important for innovative ways to resume international travel. Safety needs to be balanced with equity, for this it is imperative that all actors engage in a constructive manner. A number of observers have suggested that vaccine passports/covid status certificates should be made optional, and that there is nothing wrong in using technology per se but it should not be thrust on anyone. The fight against the pandemic and revival of international travel are a golden opportunity for countries to reverse the increasing sense of insularity and inequity which has risen in recent years.
